As the first strategic resource to promote scientific and technological innovation and industrial development,talents have caused increasingly fierce battles around the world.Based on the new historical stage of the great rejuvenation of the Chinese nation and the development situation at home and abroad,China has gradually established the strategy of strengthening the country by talents as one of the three basic strategies for developing socialism with Chinese characteristics,and comprehensively promote the implementation of the strategy of strengthening the country by talents.In the context of national talent strategic planning,governments at all levels have raised talent policies to the strategic height of strengthening provinces and cities according to local actual conditions,and introduced a series of unprecedented talent policies.As the financial center of the Liaoning coastal economic belt,the international shipping center of Northeast Asia and the largest port city in the Northeast,Dalian is also a leader in revitalizing the old industrial base in the Northeast and a core city in the development and opening of the national strategic Liaoning coastal economic belt.Work has important strategic significance for improving the competitiveness of cities and promoting innovation and development.In 2015,the Dalian Municipal Party Committee and Municipal Government issued 5 policy documents and 22 supporting implementation rules around talent introduction,training,innovation,and entrepreneurship,including the“Several Provisions on Supporting High-level Talent Innovation and Entrepreneurship".The "5+22" talent innovation policy system points out the direction for talent work in Dalian.In 2017,Dalian's strategy to strengthen the city by talents and the "5+22" talent policy were comprehensively promoted.The "5+22" talent policy has brought great breakthroughs to talent work in Dalian.However,the effect of the policy has gradually weakened over time.At the same time,a large number of new first-tier cities and second-tier cities in China have introduced more favorable talent policies,which has led to the continuous decline in the competitiveness of the "5+22" talent policy.Therefore,it is imperative to analyze and optimize the current talent policy in Dalian.This research starts from the basic theories of human resources and talent mobility,and uses comprehensive methods such as literature research,survey research,and comparative research methods to systematically study on why the talent policies should be analyzed and optimized,what problems exist in the current talent policy,and how to formulate the scientific,rational and humanized talent policy,in order to further explore the issue of how to optimize Dalian's talent policy.This article is divided into six parts:Chapter One mainly expounds the background and significance of this research,summarizes the relevant literature at home and abroad,and explains the research ideas,methods and innovation points.By systematically combing the relevant research results at home and abroad,the necessity and urgency of carrying out this research was clarified.The second chapter defines the concepts related to this article and explains the relevant basic theories.The third chapter analyzes the current situation of Dalian's talent team using detailed data and materials,sorts out Dalian's current major talent policy,and uses empirical research methods to statistically analyze the satisfaction and demand of policy objects on Dalian's current talent policy,which has laid the foundation for further analysis and improvement of Dalian's talent policy.The fourth chapter mainly elaborates and analyzes the problems existing in Dalian's talent policy in four aspects:talent introduction,talent cultivation,talent evaluation and incentive,and talent service.In Chapter Five,Qingdao,Xi'an,Hangzhou,and Shenzhen are selected as the comparative cities of Dalian.The experiences and achievements of talent policies in the above four cities are mainly introduced,and a detailed comparative analysis is made with the talent policies of Dalian.The aim is to provide inspiration for further optimizing Dalian's talent policy system.Chapter Six puts forward ideas and specific countermeasures to optimize Dalian's talent policy based on the above research results and Dalian's talent strategy goals.The innovations of this article are reflected in the following:first,research on talent policy from the perspective of evaluation and optimization;measure the basic situation and satisfaction of talent services in Dalian through detailed questionnaires;and use real data to reflect the influencing factors that restrict the effectiveness of talent policies.The second is to put forward specific policy recommendations to optimize talent introduction policies,improve talent training policies,innovate talent evaluation and incentive mechanisms,and improve talent service mechanisms,and optimize the talent policy system in Dalian.Human resources are related to economic development and social progress.Dalian's implementation of talent competition strategy is of great significance to the overall situation.Analyzing and optimizing the current talent policy and continuously adapting to the requirements of social development and change will help to continuously improve Dalian's ability to attract and retain talents,and ultimately achieve the strategic goal of strengthening the city by talents.
