A Policy Study On The Reform Of Logistics Socialization In Chinese Universities

The reform of university logistics socialization started in the period that Vice Premier Qinlan Li was in office.It solved many problems caused by insufficient government investment,school logistics lag and dissatisfaction from teachers and students.The reform has last more than ten years by this time.Many problems occurred in the process and need to be solved urgently.With the change of main contradiction in the social development of our country,teachers and students have higher demand for logistics service level and better life.This paper takes the reform policy of logistics socialization in colleges and universities as the research target,aiming at finding out the problem,researching the countermeasure,and then solving the problem.The paper is divided into three parts:The first part is divided into the first chapter,.while collecting and collating the reform of logistics socialization of colleges and universities,domestic and international logistics support service research results,using various methods to carry out theoretical research and analysis,and then put forward their own views and research direction.The second part is divided into the second chapter,the third chapter.The second chapter divides into three stages.The first stage is the supply logistics model(1951 ~ 1978).In the early days of the founding of the People's Republic,supply logistics model is conducive to the development of China's higher education.However,under the promotion of social and economic development,the supply logistics model has also revealed many problems.The second stage is the contractual responsibility system(1979 ~ 2000).Contract responsibility system is brought in as the reform of college logistics management system after the market economy is put forward.The third stage is the socialization reform stage(2001~ present).The third stage of logistics socialization reform is the core of this thesis.This paper focuses on analyzing the policy of logistics socialization reform in Chinese universities.It analyzes the development,relevant policies,achievements and problems of logistics socialization reform in our country..The third part is the fourth chapter and the fifth chapter.It summarizes the achievements of the reform of logistics socialization in universities,analyzes the problems,studies the causes of the problems,and puts forward the solution to the problems.Through the analysis of positive and negative data,the author puts forward some suggestions to perfect the reform of logistics socialization in colleges and universities in China.It mainly comes from three aspects: policy text,policy implementation and policy supervision.The perfection of policy text: introducing sustainable preferential support policy,improving the management system and operation mechanism of socialization in policy,and clear supervision and regulatory responsibilities;The perfection of policy implementation includes the introduction of socialization of enterprises,strengthening of the understanding of the policy itself,improving the executive department of the policy,etc..The perfection of policy supervision includes the improvement of various supervision systems,clarifying the supervisory subjects and responsible persons and the establishment of a comprehensive appraisal and evaluation system.This thesis is the result of studying the course of the reform of logistics socialization in colleges and universities in our country and drawing lessons from the experience of the predecessors.It would be a great honor to make a contribution to the policy study of the reform of politics socialization in colleges and universities.
