With the speeding up of urbanization and the enlargement of city scale,the phenomenon and trend of metropolitan area and urbanization become more and more obvious under the influence of regional economic integration.At the same time,the promotion of mobility expand the scope of personal activities.In this context,inter-jurisdictional commuting phenomenon arises in some large cities,which make a lot of negative impact on urban transport system and commuters.The purpose of this study is to reveal and analyze the characteristics and mechanism of this emerging urban commuting phenomenon.The previous literature focusing on this topic is still at the initial stage,mostly descriptive and macroscopic analysis,while the investigation of micro-behavior and its internal mechanism are less studied.Therefore,this study employed an analysis following the logic sequence of topics on commuting characteristics,mechanism and solutions.Firstly,both theoretical and empirical research studied in domestic and foreign situations are reviewed.On this basis,the general definition of the inter-jurisdictional commuting are generated in light of actual cases and relevant literature.Then the inter-jurisdictional commuting is divided into four modes according to the administrative level and economic scale.In order to deeply understand the characteristics and mechanism of inter-jurisdictional commuting,a field questionnaire survey are conducted on the border of Shanghai and Huaqiao.By using hypothesis testing methods,the difference lying in socio-economic attributes,attitudes and commuting behavior between common commuters and inter-jurisdictional commuters are compared,which identify the characteristics of inter-jurisdictional commuters in terms of household registration,residential preferences,commuting time and commuting modes.This paper further specifies a residence location model to analyze factors influencing the commuting behavior of the inter-jurisdictional commuters.The empirical results show that the household registration and residential housing prices have significant effects on the residential location choice,indicating that nonlocal household housing purchase restrictions and lower prices may lead to inter-jurisdictional commuting and the construction of inter-jurisdictional transport infrastructure make the commuting shed of different types of commuters more homogeneous.Finally,this paper proposes some policy suggestions,such as reducing the restriction to the migration of labor force caused by household registration system and strengthening the planning and construction of transportation infrastructure to reduce the administrative barriers and facilitate the formation process and sustainable development of metropolitan areas.
