Non-governmental education is an important part of our country's education.In 2016,the Standing Committee of National People's Congress passed the second amendment to the "People's Republic of China Non-governmental education Promotion Law",it signaled the debut of a new era of Chinese Non-governmental education reform,and "Classification Management" became the historical choice for the Supply-side Structural reform of education.This is prescription offered by the Party Central Committee to adjust ecological structure of education and transform the development of Non-governmental education,based on a comprehensive analysis of characteristics of China's current development of Non-governmental education.How can the administrations at all levels seek "good methods" to achieve "great results" ?How to build the supporting system and implementation mechanism of Classified Management System of Non-governmental education? Not only does it concern the vital interests of non-governmental schools and their investors,but it also tests government's wisdom and decision-making capability.In December 2010,according to the deployment of the State Council's pilot project for the reform of the national education system,Zhejiang provincial government undertook the pilot task on comprehensive reform of non-governmental education and assigned task to Wenzhou.Since accepting the task,Wenzhou has taken classification management of non-governmental schools as a breakthrough to encourage reform and innovation.In 2011,Wenzhou released policy system "1+9" and upgraded it to "1+14" system in 2013.By perfecting the operation mechanism,Wenzhou has gradually reached consensus on reform,implemented the policies of all levels and stimulated the interests in investing on non-governmental education,thus creating a good momentum of development.Lu Xin,the former Deputy Minister of the Education,highly praised Wenzhou's exploration in reform.She described the pilot project as the deepest in reforms,the fastest in promotion and the most notable in achievement.This article takes the Wenzhou private schools' classification management system(trial)during the 12 th Five-Year Plan period as the investigation object.While combing the Wenzhou reform breakthrough innovation and remarkable results,it also focuses on highlighting the difficulties in the design and implementation of the system.Based on the theory of public goods(multi supply mechanism),public policy theory,corporate governance theory,and through literature analysis,qualitative and quantitative analysis,questionnaire,interviews and other social survey methods,the author has taken a step from the perspective of the country's macro legal system reform and linked to the focus and difficulty in reform to the practice of non-governmental education reform in Wenzhou at a micro perspective.The pilot exploration in Wenzhou was used as a typical case for sample anatomy.Moreover,the author sorts out 10 problems and challenges of the Wenzhou system design and implementation in the empirical investigation and categorized them into 6 causes.The advanced domestic and international experience in classification management ofnon-governmental schools was used for reference and combined with the actual conditions in Wenzhou to demonstrate 9 adjustment strategies in three aspects of Wenzhou non-governmental school classification management system reform.This will provide practical experience and reference in implementation for the non-governmental education reform.
