To improve quality is the core of the most pressing task of graduate education reform and development.How is the quality of education,and students will meet the needs of society or not,Society has the right to speak.With the advance of the modernization of higher education management,The third sector as the main body of quality assurance is increasingly prominent.Therefore,how to cultivate more high-quality talents to reflect the interests of society and promoting the third sector participation becomes important problems need to be solved for the graduate education quality assurance.The research is from the perspective of “participation” and focus on “participation”,and combines it with the particularity of the third sector participation to constructe the mode of the third sector participation in the graduate education quality assurance;On the basis,the integrated use of historical study method and comparative research method is to comb historical development and current situation characteristics of the third sector participation in our country's graduate education quality assurance,and find out the problems existing among them to analyze the causes;At the same time,The research puts forward the basic ideas of our country's third sector participation mode on the basis of discusses about the advanced practical experience of American and British third sector participation mode.The research finds that delegated type surface involvement is the outstanding characteristic of our country's mode,though the formation of this feature has a close relationship with the characteristics of graduate education development in our country,there are also problems: The status of participation is fuzzy and marginalized;The content of participation pays more attention to results than process and is lack of comprehensive;The way of participation gives priority to one-way authorize participation way and is superficial and lack of specification;For lack of legal policy guarantee,participation conditions remains to be perfect,and so on.American and British graduate education quality assurance system is effective,especially the way and content of the third sector participation in graduate education quality assurance has its own characteristics,namely American substitutional and comprehensive participation mode and British delegated type and deep participation mode.This has a close relationship with two countries' unique social environment and cultural tradition as well as the education management system and so on.They also have a lot in common: both diversity and legalization of participation of the main body,the normative and appropriate participation way,the participation of comprehensive content,perfect conditions of participation.The research suggests that government support is the premise of the establishment of an effective mode of the third sector participation,To stimulate the internal needs of colleges is an important driving force for the formation of the third sector.Legalization and standardization is important guarantee of development of the third sector.Diversity and legalization of the main body,the way of combination of delegated type and alternative type,comprehensive and specific content,and the guarantee of self-discipline and heteronomy are the strategies to improve our country's third sector participation mode.
