A Study On The Optimization Of The Subject Structure Of Hubei Province Based On The Supply-side Reform

As the highest level of our country’s higher education,postgraduate education shoulders the important mission of cultivating innovative talents,developing science and technology,and serving economic and social development.For regional higher education,scale,quality,structure and efficiency are the key elements that drive its development.This paper takes the subject structure of Hubei Province as the research object,and probes into the theoretical issues of provincial subject structure optimization in the context of supply-side reform and the support issues of industrial structure and subject structure adjustment.It has important theoretical and practical significance.This article takes the theoretical research,policy research,historical investigation,status analysis and countermeasure research as basic research ideas.In the theoretical discussion section,we discuss the historical development of supply-side theory and the similarities and differences between supply-side theory and demand-side theory.We point out that the value orientation of provincial subject structure optimization should shift from passive adaptation to external demand to active guidance of social demand,and the dominant body lies in the market rather than the government.The basic premise is to clarify the relationship between supply and demand,an important starting point is to adapt to changes in the external environment,the main content is the adjustment of its own internal components,the key measure is to advance the modernization of higher education governance and other inspiration.In the policy research section,we review the policy texts of China’s degree authorization review work,and divide its development history into four phases: initial chaos period,initial exploration period,stable development period,and deepening reform period,and the policy objectives of each stage.The value orientation,policy tools,policy body,and policy content are analyzed to summarize the policy evolution mechanism of degree authorization audit policy.In the historical investigation part,the statistical data of the subject structure of each degree-authorized unit after the previous degree authorization review work in Hubei Province was divided,and its development stage was divided into the single demand leading stage,the binary demand leading stage,the ternary demand leading stage,and the “Supply-side” leading stage.Through analyzing the features of each stage,it is concluded that there exists a hierarchical structure in which the subject structure adjustment in Hubei Province gradually improves and stabilizes the norms,gradually builds a complete range of discipline systems,and continuously builds a balanced and coordinated layout structure.In the analysis of current situation,this paper analyzes the hierarchical structure,category structure,layout structure and type structure of disciplines in Hubei Province,and concludes that there exist unclear hierarchical structure,unbalanced structure,unreasonable structure,and type structure in the subject structure of Hubei Province.Rich and other issues.In the countermeasure research section,based on the status quo of the subject structure in Hubei Province,the disciplinary structure of Hubei Province should be put forward.Emphasis should be placed on leading regional economic development,taking into account efficiency and fairness,and improving the quality of regional graduate education as a value orientation;The main principle is to co-govern and guide the development of regional characteristics.It also puts forward that the optimization of the discipline structure in Hubei Province should be specifically formulated to construct a multidisciplinary management system and establish a scientific and rational discipline management mechanism and other countermeasures.The innovations of this paper are: First,taking supply-side reform as the perspective of innovation,the internal mechanism of provincial subject structure optimization is studied,and constructive opinions are proposed from the perspective of supply-side reform.Second,through the analysis of policy texts,the policy evolution mechanism and development trend of provincial subject structure optimization are discussed and analyzed,and the phase characteristics of policy objectives,value orientation,policy tools,policy bodies,and policy content at each stage are identified.The policy recommendations for the optimization of the subject structure in Hubei Province provide the basis.
