Schools'-Self-regulated Improvement(SSI)is a conscious innovation action under constraints of national policies and local administrations.High Quality Development of Education emphasizes "All Schools High Quality",which is not only an important research issue of educational theory,but also a social proposition that needs institutional analysis.As the actor,schools actively respond to the value demands of the times,but also move forward by making innovation of SSI,which has become a major path for schools to maintain vitality,with significant theoretical and practical significance for realizing the optimal allocation of structural resources in primary and secondary schools.Based on schools' development,the paper finds the main institutional factors from the public governance theory,complexity theory and school-based management theory.The research adopts the multi-layer mixed research method,and selects eight sample schools from the macro,meso and micro aspects of the evolution of the content,significance,ways and methods of SSI in China since the implementation of Reform and Opening-up policy.In the case study,through "deep description",this paper makes a diachronic description and synchronic analysis of the key events of SSI.It not only combs the institutional logic of the mode of SSI vertically,but also analyzes the practical dilemma of SSI horizontally.As a quantitative supplement to qualitative research,it carries out a parallel experimental research and presents a three-dimensional representation of typical school.45 primary and secondary schools at home and abroad were selected to supplement and verify the qualitative research results.Starting from the action dilemma of SSI,this paper systematically combs the institutional factors influencing SSI:macro policy,campus ecosystem,school position,coupling mechanism and interaction between elements in the transformation of new and old school systems,so as to reveal the institutional environment and action logic of SSI,and present the governance mode of SSI in China.The innovation mechanism of principal improvement scheme and the action strategy of school members to choose new rules are summarized;the "Helong" governance mode of SSI in China is summarized,the "Helong" governance model of SSI in China is constructed,and the system selection analysis framework of SSI in China is put forward to provide local decision-making tools of school independent SSI in China;found the practical characteristics of SSI wisdom,showed a complete case of SSI,outlined the situation of the principals to deal with the complicated relationship.The study suggests that local governments and schools should lead the direction of SSI with the new educational ideal,stimulate dynamic of SSI with educational spirit,enhance the capacity of "resource patchwork" of school leaders,and build a balanced campus ecosystem.We should not only pay attention to the national policy of SSI and promote the modernization of school governance system,but also make SSI a process of generating,creating and stimulating teachers' experience of professional happiness,so as to make the school full of vitality,expectation and desire.
