In an era when science and technology is the core of economic growth and talent reserve is the driving force of economic growth,human capital investment is particularly important,and family human capital investment plays an increasingly prominent role in social development.There are differences in human capital investment between urban and rural areas,which directly or indirectly leads to the imbalance between urban and rural development.The basic public service level of rural pastoral areas has been lagging behind that of cities for a long time,making rural pastoral areas become the key and difficult points in building a well-off society in an all-round way.As an autonomous ethnic group in Inner Mongolia autonomous region,there are still differences between urban and agricultural and pastoral areas in economic and social development.In terms of family human capital investment,they have common problems in step with the whole country,and may also have their own national characteristics,which are worth discovering and studying.The overall idea of this paper is "literature review--current situation analysis--analysis of derivative problems--empirical analysis of influencing factors--policy recommendations".By combing domestic and foreign research literature to construct the theoretical basis of the research,the paper takes Mongolian families in urban and agricultural and pastoral areas as the research object,obtains first-hand survey data through field investigation and describes and compares the investment level,investment mode and investment motivation of human capital investment of Mongolian families in urban and agricultural and pastoral areas.This paper uses qualitative qualitative analysis methods to analyze urban households,farmers and herdsmen human capital investment difference derived by a series of problems,such as the widening gap between urban residents,farmers and herdsmen income and residents' quality of poor families,farmers and herdsmen to a vicious cycle of rural human capital erosion,pastoral areas,farmers and herdsmen the serious phenomenon of empty nest family problems,lead to the rural pastoral area revitalization of the task more difficult.Further empirical analysis of urban and pastoral areas of Mongolian family human capital investment level and the impact of factors and differences.For more than a series of problems,and puts forward from the Angle of the government and family household income is proposed to promote farmers and herdsmen income urban and pastoral areas,increase health investment,optimizing the pastoral areas of farmers and herdsmen education resources,accelerating the pace of pastoral areas skills training,strengthening the pastoral areas of rational allocation of human capital of policy recommendations.
