Study On The Optimization Of The Statistical Monitoring Index System For Building A Well-off Society In Inner Mongolia

To complete the building of a moderately prosperous society in all respects is a clear requirement set forth at the 18 th national congress.It is a solemn commitment made by the party to the people and to history.How to use objective statistical data to quantitatively analyze the progress in various fields and aspects of building a moderately prosperous society in all respects,point out the existing problems,and put forward policy Suggestions to solve these problems has important public policy value.For many years,the national research institutes have been use unified standard to measure the realization degree of around the comprehensive well-off,but since the country's level of economic development,resources endowment,function orientation is different,this standard is not applicable,around based on the actual requirements,adjust measures to local conditions,build accord with the actual development situation of local monitoring index system of the all-round well-off society.Therefore,how to construct the statistical monitoring index system of building a moderately prosperous society in all respects in line with the actual situation of Inner Mongolia autonomous region is an important public policy issue that needs to be studied in depth.Based on the existing build a well-off society in an all-round monitoring statistics index system in-depth research,analysis of existing problems of index system,accurately grasp the scientific connotation of a well-off society in an all-round way,and in combination with autonomous region development present situation and existing problems of statistical monitoring index system of Inner Mongolia to build a well-off society in an all-round way is optimized.In this paper,according to the 18 th national congress,especially in the 19 th,to build a well-off society in an all-round way put forward the new target,new task and new development in Xijinping concept as the instruction,to solicit opinions from experts and relevant departments,on the basis of reference to state of the existing index system,and according to the autonomous region to build a well-off society in an all-round way,considering "much starker choices-and graver consequences-in planning outline" formulated by autonomous regions and departments planning and actual situation,optimize the existing index system.The monitoring system will be optimized to cover the six sub-systems of economic development,people's livelihood,"three major challenges",democracy and the rule of law,cultural development and resources and environment,including 51 indicators,such as per capita GDP,per capita disposable income,rural poverty alleviation rate and comprehensive grassland vegetation coverage.The combination of Delphi method and AHP method is used to determine the weight of each index,and the combination of single index and comprehensive index is used to calculate the evaluation index.According to the optimized index system,this paper evaluates and analyzes the process of building a moderately prosperous society in all respects in Inner Mongolia and puts forward relevant policy Suggestions.The innovation of the paper is to fully reflect the new development concept,combined with the situation of the autonomous region,optimize the comprehensive building a moderately prosperous society statistical monitoring index system.
