| In 2017,the report of the 19 th CPC National Congress for the first time pointed out that we will implement the rural revitalization strategy.The construction of “Three-Rural” work should follow the Rural Revitalization Strategy,which means“industrial prosperity,ecological livability,rural civilization,effective governance and rich life”,the rural is the overall revitalization of industry,talent,culture,ecology,organization in the future.Rural construction depends on talents.The report of the 19 th CPC National Congress advances to train a group of people who understand agriculture,love rural areas and peasants.Talents for basic agro-technical extension are important parts of the work team for“three-rural”,who are the important force that realizes rural revitalization.This paper takes cultivation of talents for basic agro-technical extension as the research object,and takes the rural revitalization strategy as the background through methods of literature research,investigation and interview.Based on the comprehensive analysis of policy and relevant literature of cultivation of talents for basic agro-technical extension at home and abroad,the author expounds what qualities the talents should have to shoulder the heavy responsibility placed by rural revitalization.Inorder to get a deeper understanding of talents' perception of agricultural technology extension and the status quo of cultivation of talents for basic agro-technical extension,a questionnaire survey was conducted among418 backbone staffs in Fujian province.By contrasting the results of survey with requirements of the rural revitalization strategy,the author finds that the current cultivation exists the following problems:firstly,the top-level design of talent cultivation is biased and doesn't adapt and lead the development of modern agriculture,besides,the talent training objectives show convergence.The second,the concept of cultivation,advocating "knowledge-based" rather than "people-oriented" and training "three-rural people" rather than "new three-rural people",has not kept pace with the times.The third,training content can not meet the development requirements of rural revitalization—industrial prosperity,ecological livability and rural civilization,etc.The forth,the training method is single and lack of practical teaching.The last,the training process lacks effective coordination,which is reflected in the insufficient level of training teachers,the unreasonable training arrangement and the lack of management mechanism of the training process.The study suggests that mutually interrelated factors such as concept,system and economy restrict the cultivation of talents for basic agro-technical extension.Based on this,the author thinks that the futuretraining should be improved in the following aspects.First of all,the new concept of agricultural development should be integrated into the process of personnel training,also,the understanding of government departments and training units and the development awareness of talents for basic agro-technical extension should be constantly updated.Secondly,we should carry out education and training under the guidance of rural revitalization,strengthen the supporting role of grassroots talents by combining talent cultivation and talent introduction,and set up the training goal of "one understanding and two loves".Thirdly,a systematic and perfect talent training operation mechanism should be established in pre-service education and post-service education respectively.Fourth,external system construction is the guarantee,we should try to explore the integrated development mechanism of public welfare and operational agro-technical extension to enhance enthusiasm of the talents for basic agro-technical extension,dredge talent supply channel to solve the problem that talent cannot go down adequately,establish a diversified talent development investment system to provide financial support for the career,and try to establish a modern agricultural extension service system. |
