Since the reform and opening up 40 years ago,China's compulsory education has achieved great achievements,but it also faces some problem.that is how to ensure every child get fair and high-quality education.The key to solving the problem lies in deepening education reform.Since the 18 th National Congress,comprehensive reforms in the field of education have been comprehensively and thoroughly advanced.The report of the 19 th National Congress and the "China Education Modernization2035" have issued calls for deepening the reform of education in various fields.However,deepening the reform of education requires the principal to actively play its professional role and improve the leadership of the principal.The evaluation of the principal is the key to promoting the leadership of the principal.It is also a section that cannot be ignored in the process of comprehensive education reform.It is conducive to improving the professional level of the principal,improving the construction of the principal team,and accelerating the modernization of education.Since the 1990 s,scholars have built a principal-level system based on the identity of the principal's professional identity and reformed the president's evaluation system.Although some experience has been gained,there are still problems in the evaluation of the principal.The purpose of evaluation emphasizes the constraints on the principal of the principal and neglects the leading and promoting role of evaluation.The evaluation process emphasizes summative evaluation,ignoring procedural and developmental evaluation.The content of the evaluation is based on the performance in terms of “De”,“Neng”,“Qin,“Ji”and “Lian”,ignoring the professional development needs of principals.The evaluation criteria are not suitable for the professional development of the principal;the evaluation index system is general and lacks scientific and operational,and is not suitable for the professional development trend of the principal.It is a common practice in the major developed countries in the world to evaluate the leadership behavior of principals according to the professional standards of principals and to promote the professional development of principals.The Professional Standardsfor Principals of Compulsory Education Schools promulgated in 2013 provided a content basis for the principal's professional development and evaluation,and provided professional support for promoting the general practice of the principal's rank system.At present,the research of principal which based on the professional standards is still in the early stage in the selection,appointment and evaluation.It is necessary to further explore how to apply the professional standards of compulsory education in the management of principals in combination with the practice of regional education development.As far as the principal's evaluation is concerned,the key is to construct a scientific and Operational evaluation index system.Chongqing plays an important role in China's economic development.In recent years,The Chongqing government has introduced many education policies.In June 2018,the Chongqing Municipal Government issued a document for the evaluation of the rank of the principal.This study takes Chongqing as a research area.It takes the principal of compulsory education as the research object.After that,this study collated and analyzed the domestic and foreign literature on principal evaluation and principal professional standards.First of all,the content of this study is based on the professional standards at home and abroad and policy documents of principals.After that,this study discusses in detail the principles of indicator construction,the choice of models and the content basis of index construction.Finally,the study builds an indicator framework that includes the principal's work environment,personal literacy,leadership behavior and processes,and school effectiveness.In order to protect the scientific and rationality of the research indicators,this study uses the Delphi method to modify the content of the indicator.According to feedback from experts,in the first round of revisions,13 indicators were deleted.16 indicators were revised,21 original indicators were retained,and 12 indicators were added.In the second round of revisions,the opinions of the integrated experts and mentors retained the structure and content of the primary and secondary indicators.Then,according to the feedback from experts,the language expressions of the four indicators were revised,and the order of the three levels of indicators was adjusted.Finally,the index structure of this study was established.It includes 3 first-level indicators,12 second-level indicators,and 34 third-level indicators.In addition,the authority of the two rounds of experts is higher than 0.7.It shows that the expert authority is better.After the evaluation content is determined,it is necessary to determine the evaluation criteria based on the content of the indicator.This study uses basic factor analysis to determine evaluation criteria.Finally,in order toensure the operability of the indicators,this study uses the analytic hierarchy process to determine the index weights.And this study also conducted a consistency test on the indicators.The results show that all indicators pass the consistency test.That is CR is less than 0.7.The evaluation index system constructed is conducive to promoting the system of Chongqing principals and professional development of principals.Of course,it also provided some preliminary discussions for the principal's evaluation research.
