A Study On The Difficulties And Countermeasures Of Social Work Organizations In The Process Of Project Operation

The key to promote national governance systems and governance capacity modernization is to effectively change the government functions,and to reinvent government,market and society.For the reason of speeding up the transformation of government functions,innovating social management system,and promoting public services development,the state promulgated<Guiding opinions of the general office of the State Council on government procurement of services to the social forces>,which also provide a better social environment for the social organization's development.Besides,as a commonweal organization,social service organization is benefit from the approaches.Nowadays the government purchases services to guide the social institutions to improve the service ability and build themselves.Government purchases services through some projects,and the institution are facing the problem of dependency and autonomy in the working process.This report based on the operations of the Q institution's item,using comprehensive literature analysis theory,participant observation theory,interview theory,and questionnaire to collect data.According to the theory of total quality management,human resource management theory and the"social workers and volunteers" service mode of project operation process,including analysis,project project design,recruitment,project implementation and project evaluation.Through case analysis,solving the problems that the institution faced in the process of project operation,and to reflect the project operation from the cooperative perspective.The study concluded that the problem of the operation of the Q item focuses on the people,money and material,the lack of professional workers,which lead to the inability to provide the professional services,due to lacking,institution's own management capacity needs to be improved,and the project from the single channel;it proposes to construct a diversified sources and government community.Enterprise,cooperated with other social organizations,improve the management mechanism of development strategy and enhance its capacity building project specialization and broad participation and so on.
