In recent years,with the increase in the number of parents who have lost their only child,it has gained increasing attention from the society.Therefore,the study of parents who have lost their only child has gradually became a hot spot of demography,sociology and political science in China.As a special vulnerable group,the parents who have lost their only child should be widely supported and helped by the government and society.Only when the social assistance policies for the f parents who have lost their only child are effectively implemented,these families can get help that meets their needs.At the same time,it can also strengthen the government's protection for vulnerable groups,so as to maintain social harmony.Shanghai's support policy for parents who have lost their only child is relatively perfect in China.As early as 2007,the State Population and Family Planning Commission implemented support policy for the parents who have lost their only child or disabled family in 10 pilot provinces and cities,Shanghai was one of these.However,many difficulties were in front of Shanghai,Shanghai is the first city in the country to implement and respond to family planning policy.Based on the scale of mega-cities,it has quite great number of only-child families and the number of parents who have lost their only child are also higher,Besides,Shanghai is one of cities suffering serious “aging of population”.The scale of parents who have lost their only child has risen year by year,and the government's support policies are difficult to meet the series of problems such as pension and medical care faced by families in need.By taking the parents who have lost their only child in Street G,Hongkou District,Shanghai as example.It surveys and analyzes present situation of social support policy there,explores fundamental reasons and proposes effective suggestions by applying case analysis,in-depth interview,using Public Policy Mutual Adaptation Model and Social Embedded Theory.This research is to improve the implementation of the policy of support for these families,so as to maintain the stability and harmony of the society,building warm service-oriented government,and help the parents who have lost their only child to go out of the haze and return to society.After a careful analysis of the support policy for the G street in Hongkou District,this paper finds that the following problems: First,there is a lack of flexibility in the implementation of support policies;Second,the executive body of the policy does not have the power to aggregate;Third,the methods of supporting policy implementation has not been perfected;Fourth,there is a tendency in the implementation of support policies to pay attention to the fact that data does not pay attention to quality;And fifth,the level of professionalism of grassroots staff is relatively low;Sixth,the lack of regular implementation assessments through projects purchased by the government.The reasons for exploring these problems include: insufficient supply causes system embedding to fail;target group participation is insufficient to limit policy implementation;the external environment has affected the implementation of the support policy;the lack of cooperation between government and society,and the parents who have lost their only child lack reasonable channels to pass on their own needs.In response to the above problems,this paper proposes countermeasures to improve the social support for the parents who have lost their only child.First,the introduction of the law on the parents who have lost their only child,and the refinement of the text of the existing support policy;Second,the government will focus on overall coordination and carry out various modes of assistance;The third is to improve the implementation of the policy of support for those families;The fourth is to improve the accuracy and pertinence in the implementation of the support policy;The fifth is to to strengthen training and enhance the professionalism of the executives of the family support policies for the parents who have lost their only child;The sixth is to develop a scientific and comprehensive performance evaluation mechanism for the effectiveness of support policy implementation.
