China has carried out the family planning policy ever since the early 1970 s, which has made great achievements in inhibiting the population growth and promoting the economic and social development. However, the implementation of the policy also brings about a series of social problems, of which the appearance and expansion of “Parents Who Lost Their Only Child” is a typical one.From the point of view of theory and practice, the thesis uses a combination of literature research and quantitative research methods, and takes the “Parents Who Lost Their Only Child” in Shijingshan district as examples. By analyzing the present situation of “Parents Who Lost Their Only Child”, the thesis tries to find out their real demands in economy, daily life, health care, spiritual culture, and old-age security service. In addition, by analyzing the relief policy and the current assistance work, the thesis investigates some problems in the assistance policy, which are as follows: rules are too general with no effective cohesion; regional differences are too obvious and the support is not enough. Besides, it also investigates some problems in the current assistance work, for example, there are not various main bodies of implementation and types of assistance, and the interaction between supply and demand is far from enough. Based on these problems, the present researcher suggests that a balanced, correlated and unified policy supporting system and a multiple social supporting system should both be built. Moreover, as for the assistance work, we should carry out personalized assistance based on their own demands.The present research is conducive to giving humanistic care to “Parents Who Lost Their Only Child”, thus helping them to get rid of difficulties. Meanwhile, the analysis of and suggestions for policies for “Parents Who Lost Their Only Child” will have a positive effect on making up the deficiencies of family planning policy, reducing social risks and maintaining social harmony and stability. What’s more, the present research will also hint on the assistance of other disadvantaged groups.
