Study On Influencing Factors Of Industry-University & Research Cooperation Based On Regional Low-carbon Innovation System

Global climate change led people to pay unprecedented attention to the development of low-carbon economy and low-carbon innovation.At the same time,it's a new trend of transformation to a low-carbon economy for the regional economic development.Regional innovation system is a driving force for the sustainable development for the regional economy.At present,the low-carbon regional innovation system exists obvious characteristics,low cooperation level,under-power,inefficient interest distribution mechanism and etc,so the reform is urgent.Therefore,it is necessary to put current requirements of low-carbon economy into the regional innovation system,based on regional low-carbon innovation system to research the university-industry-research synergistic innovation.This paper attempts to connect the inner relation among university-industry-research cooperation,the regional innovation system and low-carbon economy.With help of systematics theory and system dynamics model studing,we begin to research the following core issues:The function and structure of regional low-carbon innovation system and core factors of university-industry-research synergistic based on regional low-carbon innovation system.Firstly,this paper collects low-carbon economy,regional innovation system,the university-industry-research cooperation,synergistic innovation and so on,that related to the topic.And analysis the condition and reason of regional low-carbon technology innovation and low-carbon institution innovation.Then,through the analysing the connotation and structure of the regional low-carbon innovation system,and at the same time deeply discussing the regional low-carbon innovation system and the internal connection of university-industry-research cooperation.Then,select a few international typical regional low-carbon innovation system cases to compare,and sum up the experience and affecting factors of university-industry-research synergistic innovation.Finally,build university-industry-research synergistic static and dynamic model,based on regional low-carbon innovation system.And make an empirical analysis on the basis of jiangsu province,and according to the change of government,enterprise allocating proportion of university-industry-research cooperation,we recommend that both the government and enterprises should increase investment in university-industry-research cooperation.At the same time,we should streamline the government department personnel to improve the ability of government work,increase the production efficiency to promote the development of regional economy.And changing the enterprise investment in university-industry-research cooperation makes much better to GDP,the output of high technology,especially in the carbon emissions.
