Equality in education has always been widespread concern.Balanced allocation of education resources is the key to achieve this goal.At present,there are large regional differences in educational resources in China,it is difficult to realize the balanced development of overall teacher resources.Therefore,the balanced allocation of educational resources at the country level should be satisfied at frist.Then it is possible to further promote the balanced allocation of teacher resources at the municipal,provincial and national levels.In this paper,Jinfeng district,Yinchuan,has carried on the detailed field investigation,mainly around the county primary school teacher resources allocation problem,extracted 8 from 22 primary school as the case,mainly adopts the literature method,survey method and statistical analysis of Jinfeng district primary school.The research on equilibrium configuration of the primary school teachers' based on the research background of teacher resources allocation,significance,research reviews and some theories such as education fairness,public products and human resource allocation.Second,construct evaluation index system take operability,scientific,fairness and efficiency as the principle,and absolute difference and relative difference index to analyze the balance of teacher resource allocation,such as teacher ratio,teachers title structure,sex structure,age structure,teachers subject structure,by the average,standard deviation,range,coefficient of variation,gini coefficient and other data measurement methods.Then according to the statistical results,find the reason that impact teacher resources allocation balance of Jinfeng.At last,it puts forward corresponding countermeasures.
