| Primary education is the foundation project of invigorating our country and Jiangxi province through science and education.The resources allocation of primary school teachers is related to the sustainable development of primary education.It is an important part of promoting educational equity and improving the quality of primary education,and it is also the key to the development of education.As Jiangxi Province for example,this paper attempts to use the educational statistics of Jiangxi Province from 2001 to 2015 to analyze the development of teachers’ resource allocation from three aspects such as the quantity,quality and structure of primary school teachers,therefore it points out that there are many problems in the allocation of primary school teachers’ resources.In addition,this article tries to make a more comprehensive discussion on the factors that affect the allocation of primary school teachers from the aspects of social and economic development,policy and individual teachers.There are ten reasons:the investment in primary education is not enough,our regional socio-economic development is unbalanced,accelerating the process of urbanization,we lack effective performance appraisal and accountability mechanisms,the teacher management system is imperfect、the exchange mechanism of primary school teacher is not perfect,the teacher threshold access mechanism is not standardized,it is subject to the long-term impact of the construction of the Key School.Ninthly,the idea and concept of education is lagging behind,there is a prejudice against the teacher’s profession and the teacher’s value orientation is not high.Moreover,based on the analysis of the causes of the allocation of primary school teachers’ resources,this paper tries to put forward the countermeasures and suggestions for constructing the equity and efficiency of primary school teachers’ resource allocation : we need to introduce effective performance appraisal and accountability mechanisms,speed up the process of urban and rural economic integration,the school teachers should be changed into district teachers,the construction of teacher team must be strengthened,we also need to improve the treatment of teachers and establish the compensation mechanism. |
