The Autonomous Dilemmas And Breakthrough Of Social Work Organization Under The Governance Structure Of "One Core And Multiple Elements"

Social work organization has gotten fast development driven by government.Social work organization has gradually become the important force in providing social services,meeting the social services needs of various kinds of communities and solving social problems,with their professional working methods and the institutional development concept focusing on social services.The autonomy of Social work organization is the premise of playing functions and maintaining professional advantages.there are important theoretical and realistic significances to study the autonomy of Social work organization.With the development of the market and society,The market and society participate the social service under the guidance of the government.A governance structure "One Core and Multiple Elements" is formed.And this structure takes government as the core,takes the market and society as participants.Social work organization provides social service by embedding the original system.In the interaction of with governance subjects of "One Core and Multiple Elements",The autonomy of Social work organization can be promoted.however,the development of governance structure of "One Core and Multiple Elements" is imperfect,which caused the autonomous dilemmas.Therefore,based on the Metagovernance theory,this paper Selects the social work organization of N district,Foshan city as the research object,constructs the analysis framework of "governance structure of One Core and Multiple Elements-strategic action",trying to find out the causes of the formation of autonomous dilemmas and the way to resolve autonomous dilemmas.Firstly,this paper analyses the formation of the governance structure of "One Core and Multiple Elements" of N district,Foshan city.Secondly,From the perspective of five research dimensions consisting of social work organization's development concept,resources sources,professional level,social relations and social identity,it can be analyzed that social work organization is faced with some autonomous dilemmas including vague development concept,unprofessional service,weak social basis as well as excessive reliance on government's resources and the "dislocated" relationship with them.Thirdly,Social work organization has the dynamism and the ability to make rational choices.Therefore Social work organization can take a series of strategic actions to break through autonomous dilemmas which includes insisting on development idea,taking the specialization of development,promoting social identity,exploiting potential resources of market and society,building social cooperation network,strengthening the abilities of self-construction and self-management.The study finds that the imperfect governance structure of "One Core and Multiple Elements" can easily lead to autonomous dilemmas.However,with the development of governance structure of "One Core and Multiple Elements",the autonomy of Social work organization will be promoted.The strategic action taken for breaking through autonomous dilemmas can not only promote the autonomy of Social work organization,but also perfect the governance structure of "One Core and Multiple Elements",which has great significance for reconstructing the relations between state and society.
