As the principal part of undertake the government purchase,the interaction between social organizations and the government is increasingly concerned,Shaping the reform of political and social relations,also shaping the organizational development model.Existing studies either focus on the institutional embeddedness,and hold that the institutional embeddedness can not only promote the construction of organization standardization,but also make the organization fall into administrative rigidity;Or emphasizes the motility of social organizations and has an in-depth exploration of the autonomy and independence of organizations.It is urgent to consider the relationship between government and social organizations from a comprehensive perspective.On the basis of Institutional Embedding Theory and "Strategy-Structure" Theory,through the method of Case Study,analyze institution embedding under the dimensionality of policy control and resource dependence,studies the self-adaptation of social organizations from the different degrees of voluntariness and professionalism,deeming different degrees of institutional embeddedness and selective self-adaptation will realize combination,and bring the social organization development level discrepancy.On the practical level,focuses on the relevant regulations of G government purchase in the recent five years,and social organization assessment materials.To understand the institutional embeddedness and self-adjustment during the development of social organization to identify which combination relationship can promote the development of social organization toward maturity.In practice,the government should give certain policy autonomy or resource support to social organizations,and social organizations should pay attention to the preservation of voluntarization while promoting professionalism.
