In today's society,in addition to shouldering the child-bearing period responsibilities,women also bear the responsibility of work,they contribute their own strength to the development of social.By the end of 2015,according to the data from China's Statistics Bureau and National Health Development Planning Commission,the number of female works is about 332.26479 million people;according to the data of 2015 from Population and Family planning,the number of married and childbearing-aged woman is about 273.3 million;because the work and reproduction age of woman is overlap basically,so,most female workers shoulder the child-bearing period responsibilities,family and work are the two areas that closely related to the life of child-bearing period female workers.With the rapid development of economy and the era,women are faced with the more unbalanced relationship between family and work,in the survey about "women,career and happiness" which made by the C hinese Women Career Development and Mutual Platform called Li Ying in 2016,75% of female respondents thought that fertility and more family responsibilities are the main reasons for them to meet more setback than men in the workplace,obviously,child-bearing period female workers are generally faced with the severe family-work conflict problems.According to time perspective,the paper analyzed the causes of family-work conflict respectively from the government system,enterprise welfare measures and family situation that are closely related to the time of the child-bearing period female workers.First of all,the imperfect C hildbearing Policy is the system origin:maternity leave system ignores men's rights and the coverage rate of birth insurance is low,under such circumstances,women not only haven't enough time with their husbands during maternity leave period,but also spend more time taking care of newborns,dealing with the housework,and recovering physically and mentally;Second,the lack of welfare measures of enterprises is the realistic foundation:the inelasticity of work system and the lack of corporate welfare such as nursing rooms and child-care services reduce wemen's job satisfaction,unreasonable distribution of time make them spend more time in the family,which indirectly cause family-work conflict;Finally,the family factor is the social reason:the increasing number of nuclear family and the still existing traditional gender concept make wo men get less help and support from family,taking care of the newborns and doing other housework take more time of them.Therefore,according to the theories that related to time distributio,the author respectively put forward proposals in the following three aspects.Taking System optimization as the core,the government should attache great importance to the men's child-bearing period rights and increase their maternity leave to make them take better care of his wife and children so as to reduce women's housework time,and,government should set up universal-type birth insurance system to benefit more child-bearing period female workers and make them recover physically and mentally quicker,meanwhile,government sector also should make complementary measures to reduce the burden of empolyers and promote the development of social public child-care services;Taking the strengthening of corporate welfare measuresas the basic,enterprise should establish flexible job system Containing a variety of forms and set up nursing rooms and child-care center so as to provide convenience for women to take care of children,reduce their time confusion and make them work better;Taking family suport ascontinuedguarantee,we shuold emphasize family members' especially husbands' careness and share,and increase the intensity of support to wemen who have ability and strong willingness to return to work early.
