Technological Innovation is the Power Source for the sustained and steady growth of the national economy. It is not only an important way to accelerate the transformation of the economic growth, but also a driving force for China's supply-side structural reform. And as its carrier, human capital is the decisive force to promote China's technological progress and economic growth. However, with the continuous advancement of economic globalization and regional integration, the contact of human capital between different regions has become easier and more frequent.During the process, there are some new knowledge has been generated through the continuous exchange of ideas, technologies, and information. Therefore,in the study of the impact of human capital and technological innovation,we cannot simply regard different economies as independent individuals, ignoring the relevance and heterogeneity of economies in space. So,in this paper we will studies the impact of human capital spillovers on technological innovation. It has important theoretical and practical significance to help us re-examine the importance of human capital,to improve the spatial distribution of human capital rationally and teffectively improve regional innovation capabilities.First, this paper reviews relevant domestic and foreign literature, explain the related connotation and theory of human capital and technological innovation, summarize the literature review about human capital, technology innovation and research on human capital space overflow.Second,Using ARCGIS software to analyze the distribution characteristics of human capital and technological innovation in China, and using the spatial exploratory data analysis(ESDA)methods to reveal their spatial distribution.Third,by constructing a spatial Durbin model,we have selected three different spatial weight matrices for spatial contiguity matrix, geographical distance matrix, and economic distance matrix.Using the provincial panel data of China in 2002-2014,though the partial differential method measure the "direct effect" and "indirect effect" of human capital analyze the effect of the Spillover Effect of Chinese Provincial Human Capital on Technological Innovation. Finally,we will further study the impact of geographical distance on the human capital spillover effect and whether there is regional difference in the impact of human capital spillover on technological innovation.Through empirical analysis, the following conclusions are drawn:(1)Under different spatial weight conditions, there is a clear positive spatial correlation between human capital in all provinces. As far as the characteristics of its distribution are concerned, human capital in the eastern region is higher than that in the western region, there is a certain degree of spatial clustering effect, and the phenomenon of clustering becomes more evident with time.(2)The direct effects and spillover effects of human capital on technological innovation under the conditions of different spatial weight matrices are significantly positive. That is,the increase in regional human capital will lead to a rise in local innovation output(direct effect)and will also increase related Regional innovation output increases(overflow effect).(3)When the geographical distance between provinces is within 2500 km,the impact of human capital spatial spillover on technological innovation with the increase of geographic distance on the whole present a first rises after the fall of the "inverted U" curve changes, when the distance between geographical distances exceeds 2500 km,the provincial human capital has no direct spatial spillover effect.(4)The direct effect and spillover effect of human capital have significant regional differences. The increase of human capital in the eastern and central regions has a positive direct effect and spillover effect on regional innovation output, while the direct effect of human capital in the western region is not significant and the spillover effect is much larger than that in the eastern region and the central region.
