In the 13 th five year plan,China proposes to build an innovative country and vigorously implement the innovation driven development strategy.Innovation cannot be separated from human capital as the main resource element.Therefore,this paper takes higher education,the highest level type of human capital accumulation,as the starting point,and on the basis of combing the research results at home and abroad,empirically analyzes the effect of higher education financial expenditure on innovation ability in China,and studies the spatial effect of local government higher education financial expenditure on innovation ability.Taking the financial expenditure of higher education as the research object,it is of great significance to explore its impact on China's innovation ability,to implement the development strategy of innovation driven,talent powerful,science and education invigorating the country,and to promote the high-quality growth of China's economy.This paper first gives the influence mechanism of higher education financial expenditure on innovation ability in theory,and then empirically studies the effect of higher education financial expenditure on innovation ability in China by using provincial data from 2007 to 2016.Then,it makes sample regression from two aspects of education level,training quality and the coordination degree of higher education and industrial structure,and investigates the different situations of higher education The heterogeneity of education financial expenditure on innovation capability is analyzed.Then,the spatial impact mechanism of local government higher education financial expenditure on innovation capability is theoretically analyzed and the corresponding hypothesis is given.Then,three spatial weight matrixes of adjacency,distance and economic distance are constructed,and the spatial effect of local government higher education financial expenditure is analyzed by using the relevant data of 2007-2016 Based on the empirical research and measurement of its spatial spillover effect on innovation capability,this paper tests the heterogeneity of different regions with different economic development levels,and finally puts forward corresponding policy recommendations combined with the empirical analysis results.The empirical conclusions of this study can be divided into the following points:(1)generally speaking,the financial expenditure of higher education in China promotes the improvement of innovation ability to a certain extent,but it takes two to four years to play a role.In addition,the level and quality of higher education and the coordination between higher education and industrial structure will affect the promotion of higher education financial expenditure on innovation ability Specifically,the higher the education level,education quality and the coordination degree between higher education and industrial structure,the stronger the promotion effect of higher education financial expenditure.(2)The fiscal expenditure of local government on higher education is spatially related to regional innovation ability.In addition,the fiscal expenditure of local government on Higher Education in China has a significant spillover effect on the whole.That is to say,the fiscal expenditure of higher education in a certain region will not only affect the innovation ability of the region,but also affect the innovation ability of the neighboring regions.From the empirical results,this spillover effect can be seen The effect is positive.(3)The spillover effect of local government higher education expenditure in China has regional heterogeneity,which shows that the spillover effect in the central region is the largest,the western region is the second,and the eastern region is the weakest,and the knowledge spillover effect in the eastern region is not fully exerted.The innovations of this paper are as follows:(1)taking the financial expenditure of higher education as the starting point,not only tested its impact on innovation ability,but also expanded the research on how to effectively enhance the role of higher education in promoting innovation ability.(2)This paper comprehensively analyzes the positive and negative spillover effects of higher education financial expenditure in China,and puts these two effects into the same framework for theoretical analysis.(3)This paper uses the method of spatial econometrics to analyze the spatial effect of higher education fiscal expenditure and its spatial spillover effect on innovation ability.At the same time,based on the above empirical research,this paper puts forward the following suggestions:(1)to optimize the investment structure and quality of higher education funds,we can appropriately liberalize the supervision of university charging standards,and encourage more private capital to participate in the investment in higher education.(2)At the same time of optimizing the investment structure of higher education,we should coordinate the adaptability of higher education and industrial structure,and improve the education level and training quality of higher education.(3)The central government should increase the transfer payment to the central and western regions,especially in the provinces with serious loss of human capital in higher education.(4)We should give full play to the role of institutions of higher learning in the social innovation system,vigorously enhance the commercial value of scientific research achievements,and actively promote the integrated development of industry,University and research.
