According to the endogenous growth theory,in order to achieve long-term economic growth,the endogenous source of any country is to continuously innovate knowledge and achieve the ultimate goal of upgrading the economy with science and technology.The 21 st century is an era of knowledge economy.The rapid development of the economy represents the strength of the country to a certain extent,and scientific and technological knowledge has become the first production factor.In China,the main body of innovation includes innovative enterprises,research and development institutions and universities in various regions.Among them,university innovation plays an irreplaceable role as an important part of the innovation subject.With the transformation of social functions,colleges and universities have changed from simple teaching and research and scientific research creation to an important growth pole of social economic growth.This paper takes "China's scientific and technological innovation ability" as the main research line and reveals the scientific and technological innovation ability of Chinese universities.Regional differences and spatial spillover effects on regional economic development.Based on the research status of university's scientific and technological innovation ability at home and abroad,this paper adopts the relevant indicators of university's innovation ability in the compilation of university science and technology statistical data to build an index system for university science and technology innovation capability,and comprehensively utilize GIS technology for 1999 and 2009.The analysis of the university's scientific and technological innovation ability at three time points in 2016,systematically reveals the evolution process and development trend of the university's scientific and technological innovation ability in the time dimension and spatial dimension.On the premise of clarifying the spatial and temporal distribution of China's scientific and technological innovation capabilities,the Moran's I index of Chinese universities' scientific and technological innovation ability is calculated,and the spatial autocorrelation property is verified.The nuclear density analysis and cold hotspot analysis are carried out to verify the spatial and temporal distribution characteristics of scientific and technological innovation in universities.Evolution path.Based on the analysis of the spatial pattern of science and technology innovation ability of Chinese universities,the econometric method is used to construct the analysis model,and the common least square method,spatial errormodel and spatial lag model are used to analyze the interaction mechanism between university innovation ability and regional economic development.Quantitative analysis,verify whether the ability of scientific and technological innovation has spatial spillover effects on economic growth and identify its impact universities has grown significantly during the period of 1999—2016.The innovation centers are mainly distributed in the municipalities directly under the central government and the provincial capitals.The influence factors of the innovation ability of the universities and the innovation ability itself are all obvious.With obvious regional characteristics.The most powerful ones are in the eastern part of China,mainly in Beijing,Shanghai,Jiangsu and other regions;the stronger capacity is in the central part of China,and the spatial and temporal distribution of innovation capacity has not changed greatly during 1999—2016,and it has remained relatively stable.The areas with low innovation ability are in the western region of China.In 1999,the distribution of contiguous value-free areas can be considered as the ability of scientific and technological innovation is close to zero.The relatively advanced progress has been achieved in 20116,but because of its innovation base Poor,the difference in innovation with the eastern region is still very obvious.The factors of education and scientific research personnel,scientific and technological achievements factors,and university technology transfer factors have obvious spillover effects on economic development.There is no obvious correlation between scientific research funding,scientific research project establishment and economic development.Through geographically weighted regression analysis,it is found that the overall distribution trend of university education and scientific research ability factor coefficient,scientific research achievement factor coefficient and scientific research technology transfer factor coefficient from 1999 to 2016 is gradually increasing from west to east,that is,the space overflows from west to east.Gradually enhanced distribution characteristics.
