Since reform and opening up,the migrant workers have made tremendous contributions in the process of economic development and social progress.They have greatly accelerated the process of industrialization,urbanization and modernization in China.At present,in the group of C hinese nigrant workers,the percentage of those who were born after 1980 is bigger and bigger.They have become the new-emerging force in motivating economic development.Dongguan is located in the Zhu River delta,where the Chinese government has first carried out the reform and opening-up policy,and where the first and second generations of migrant workers converged.Currently,the problem of vocational education which the 2nd generation of migrant workers face and the issue of citizenization are worth researching.Therefore,this thesis'purposes lie in the analysis of the situations and features of vocational education in Dongguan;the research on the problems they face and the underlying reasons;the exploration of the strategies and measures in solving the problems.The object of the thesis is to study the issue of vocational education of the 2nd generation of migrant workers in Dongguan.It's guided by the human capital theory and the social capital theory,with research method of empirical economics,based on investigation and literature review.It makes researches on the following problems:the situation and characteristics of their vocational education;the problems they face and the reasons;the strategies and measures in advancing vocational education.The main conclusions of this thesis are listed as follows:The 2nd generation of migrant workers in Dongguan have following features:the young migrant workers aged 19-29,whose number is the biggeist,contribute 45%to the total;the percentage of migrant workers who have been equipped by vocational skills and technologies is rising;the 2nd generation of migrant workers lack sense of belonging,due to the household registration system.The current situation of their vocational education is like this:the local government has pay much attention to the vocational education of the 2nd generation of migrant workers,with various policies implemented;some enterprises have inadequate participation in the vocational education,with low initiative.The enthusiasm of the 2nd generation of migrant workers doesn't meet their purposes.The real incomes of those who have experienced vocational education are much lower than expected,which influences their initiative negatively.In the aspect of vocational education and skills training for the 2nd generation of migrant workers,the main problems in Dongguan are:It's mainly motivated by the local government,and this subject of motivation is too single,with limited supervisory power.Some enterprises think the government subsidies are insufficient,which leads to t heir low initiative in participation in the vocational education.The 2nd generation of migrant workers'need for vocational education is inadequate due to various reasons.The current method and quality of vocational education can't satisfy the need of economic development in Dongguan.The main reasons for the existing problems are:The management system,educational mode,and training ways of vocational education are not innovational or creative;some enterprises have prejudices on the vocational educatio n for migrant workers;most 2nd generation of migrant workers'working hours conflict with the time of vocational skills training,furthermore,with a low revenue;the existing household registration system has a negative effect on the vocational education development for migrant workers.The solutions put forword in this thesis are:the leading role of the government should be played sufficiently and ceaselessly,with corresponding policies and regulations established and accomplished;creating a suitable environment of vocational education for migrant workers;the enterprises'initiative to participate in the vocetioanl education should be promoted furtherly;the optimal integration of various resources of vocational education should be moved forward strongly.Some other measures are:reinforcing the supervisory power of vocational education for migrant workers,and improving the quality of vocational education and training;establishing the vocational education system with citizenization;boostering the mo tivation of the 2nd generation of migrant workers'participation in the vocational education and training.
