As the country of world's largest higher education,under the combined influence of diversified thinking,social pressure,natural disasters and public health hazards,and the development of new media,the frequent occurrence of unexpected events has brought great challenges to the safe operation and management of colleges and universities.It is difficult to adapt to today's complex and ever-changing situations by simply relying on experience to carry out emergency treatment and improve emergency capacity.Therefore,based on the perspective of supply and demand matching,to explore the establishment of a quantitative model of university emergency response capabilities,and to guide colleges and universities in improving the emergency response capability,to enrich the theory of emergency event disposal in colleges and universities to provide scientific quantification tools and methods of great significance for university decisionmakers.It is not only the urgent requirement of academic research,but also the realistic need of university management.This article analyzes the connotation of related concepts such as the quantitative management of emergency response capacity in universities and colleges,and analyzes the abnormal death events in colleges and universities as an example.From the perspective of supply and demand,firstly analyze and sort out the demand elements of emergency response capacity,and obtain 18 demand goals in three levels: reducing social hazards,reducing university losses,and reducing the consequences of incidents and using AHP to calculate the importance of various emergency response needs.Secondly,analyze and sort out the supply factors of emergency response capacity,and obtain 12 elements in three stages: rapid response ability in the initial stage,ability to deal with incidents,and ability to recover after learning,and using laboratory decisionmaking methods to analyze the relevance of emergency supply factors.Finally,using QFD(Quality Function Deployment)methods,we constructed a quantitative demand model for HOQ in transition from demanded supply.This article uses the student suicide incident in Xi'an as an example to apply the quantitative model practically.And get the key elements of emergency response ability in colleges and universities.They are emergency decision-making command,emergency coordination and linkage,safety education and training,emergency resource mobilization and integration,information collection and processing and emergency plan construction.From the three aspects of the transformation of management cogitation in universities,the construction of emergency response crew,and the control of emergency information,it is put forward that the quantitative management strategies which match the supply and demand,education and training for personnel safety,and management mechanism for emergency information management should be established to improve emergency response capability of universities and colleges.The results of this study are valuable for improving the emergency management ability of universities and improving the emergency management system.
