The Evaluation Research On Social Service Projects

With the promotion of government purchasing service,the evaluation of social service projects has been paid more and more attention.Social service project evaluation is playing an increasingly important role in revealing the law of project operation,providing project decision-making basis for investors,and offering reference opinions to social work organizations to improve project management.In 2014,the Ministry of Civil Affairs of China issued the Guidelines for Performance Evaluation of Social Work Service Projects,which stipulates the objectives,principles,subjects,contents,methods and procedures of performance evaluation of social work service projects.And it is applicable to the evaluation of financial funds purchasing social work service projects.In 2018,Fujian Province promulgated The Measures for Implementing the Social Work Service Evaluation System(Trial Implementation),which was formulated according to the situations of Fujian Province.Relevant indicators and standards are too high to be suitable for the evaluation of social service projects in Gansu Province.It is necessary for Gansu Province to formulate evaluation methods and corresponding evaluation index system for social work service projects according to the actual situation of social work development in Gansu Province.During the internship in Z Institution,the author of this thesis participated in the internal evaluation of the social service project “ Three-Associations-linkage” in M County implemented by the organization as an social worker and made a systematic and full evaluation to the project by using comprehensive evaluation method and combining quantitative and qualitative methods from three dimensions of the project,that is,plan evaluation,process evaluation and result evaluation.In terms of project plan evaluation,the author collected and analyzed project material through literature method and compared the conclusion of project demand assessment with actual service provision to understand whether the demand and project service plan have been matched so as to test the rationality of the project plan.As for process evaluation,the author collected information by means of documentation and telephone interview to understand the process of project implementation and master the quality,effect and resource utilization of project service delivery.In the aspect of result evaluation,the author established project evaluation index system to understand the project effect from three aspects: professional service,project management and project benefit.After the project evaluation,it was found that the positioning of the service group of theproject was inaccurate.During the implementation of the project,the service object was shifted from the original elderly,children and special groups to children and community social organizations.The inadequate demand analysis resulted in the inconsistency between the content of group activities and community activities in actual project activities and the original plan.The project service framework and logic were general,the project service scheme was detailed,large and complete in general.However,it is difficult to complete the whole service content in a short time.There were some problems in the expression of project objective,the decomposition of the overall objectives and the internal logic of the sub-objectives are not strong;project activities were basically carried out according to the original plan,except for visits and case services,which are not completed.Other indicators have been completed,and the completion time of the overall project activities is later than scheduled.
