A Study On The Survival Strategy Of Social Work Organizations Under The Background Of "Linkage Of Five Associations"

With the continuous promotion of Reform and Opening up,China’s non-governmental social work organizations have ushered in an unprecedented development.A survey of the existing literature and research reports shows that there are social dilemmas among these organizations,despite their different research perspectives.Based on the case of Z organization in Wuhan under the milieu of"Linkage of Five Associations",this study collects data through participant observation and interview.It first analyzes the social dilemma faced by the Z organization under this new policy background and then demonstrates how the organization overcome those dilemmas.In 2020,after the outbreak of Convid-19 pandemic,the mechanism of " Linkage of Five Associations" was officially implemented in the whole country.What kind of new enabling and constraining conditions will such a new policy bring to the survival and development of social work organizations?Faced with the new policy background,can these organizations grasp the interaction between the "Five Associations" to form a new strategy for their own survival and development?If so,how?This study attempts to answer these research questions.Based on the findings,it shows that the Z organization in Wuhan is faced with the dilemma of strong government intervention,loss of professional work and low linkage of"Five Associations",which is specifically manifested in the following six aspects:first,the design of program is easily templated while the service is not.Second,it is difficult to use the monetary resources freely because of tight budget.Third,the service is highly embedded into administrative operation and incurs the loss of professional work.Fourth,the evaluation wegihts outcomes over processes.Fifth,the elements of " Five Associations Linkage" are premature.Sixth,the mechanisms linking " five associations"are insufficient.Faced with these dilemmas,Z organization adopt few strategies to overcome them:broadening the sources and decreasing the expenditure,improving the profession of organization,reinforcing the elements of " Five Associations" and perfecting the mechanism of " Five Associations".Through these strategies,Z organizaiton partly ovcome those dilemmas.However,the external dilemma can only be overcome through the perfection of the institutional environment.Finally,on the basis of this study,the author puts forward the social policy proposals for the development of social work organizations:first is to perfect the instutions in order to create a more fairer and competitive environment for social work organizations.Second,it is important to improve social identification of professional social work and emphasizes the importance of educating and keeping talents.Third,introducing the market mechanism benefits multiple sources of money.Fourth,it is important to improve professional quality of service and forge the brand.
