In recent years,due to the ever-increasing number of social organizations and the expansion of the scale of government purchased social services,the situation of uneven quality of social services has gradually emerged.Evaluation of social services is indispensable.It reviews the process of services and makes others understand the effectiveness of the services,so as to improve the quality of social services and social organizations of the capacity.Efficient evaluation entails a scientific and reasonable evaluation mechanism.For such characteristics as low efficiency and weak organizational capabilities of social organization currently in China,the "APC Evaluation" theory will evaluate services from the three aspects: accountability,performance and capability,so as to test the effectiveness and improve the organizational capabilities.Taking the C Community's service socialization project in Suzhou as an example,this study utilizes the "APC Evaluation" theory to carry out phased evaluation of the project's operation,so as to explore how to apply theories in the evaluation practice of social work projects,as well as the application process and application effect.In the research process,data were obtained mainly through the participant observation and structured interview methods,so as to evaluate and review the service process of C Community's social work service.It is found that the "APC evaluation" theory has great advantages in terms of evaluation breadth,but it has some deficiencies,including monotonous subjects,too broad indicators,and difficulty to clarify indicator weights.Accordingly,this study tries to make suggestions for improvement of it.
