| Compulsory education is the foundation of national education and it is related to the populace's cultivation,social progress,and national development.For a long time,we all aim at educational fairness,constantly pursuing the balanced development of compulsory education,and in the process of pursuing this goal,we have successively explored various ways and methods to approach the goal of balanced development of compulsory education.The Small Area Management Model of Compulsory Education proposed by Fujian Province is one of these methods.This research is based on the analysis of relevant literatures from domestic and overseas,starting from the provincial level,this paper analyzes the accumulative phase,the starting phase,the promotion phase and the consolidation phase of the policy evolution of the Small Area Management Model of Compulsory Education in Fujian Province;And then from the prefectural and municipal level,it introduces various practices of the Small Area Management Model of Compulsory Education in night cities of Fujian province and Pingtan comprehensive experimental zone.Following from the level of county(city)district,it sums up six kinds of the typical mode from the Small Area Management of Compulsory Education in Fujian Province,including the central school model,the collectivize school-running model,the entrusted management mode,the school district community model,the area group mode and the linkage school model.At the same time,this research uses the questionnaire survey and interview investigation methods to obtain first-hand information,relying on data analysis and the sort out results from interviews,trying to put forward the shortcomings in the Small Area Management Model of Compulsory Education in Fujian Province,and analyze its causes.Finally,use the advapnced experience of other countries for reference,explore and optimize the management mode of the small area of Compulsory Education in Fujian Province.In this research,the questionnaire was conducted by teachers(including school administrators)who were responsible for the Small Area Management Model of Compulsory Education in Fujian Province,A total of 200 questionnaires were distributed,and 173 valid questionnaires were finally collected;The interview target include the administrative department personnel,school administrators,teachers and parents under the Small Area Management Model of Compulsory Education in Fujian Province,the survey methods are mainly face-to-face conversations,telephone interviews,and WeChat interviews.This research is a phased summary of the Small Area Management Model of Compulsory Education in Fujian Province,it has certain positive significance for the optimization and implementation of the Small Area Management Model of Compulsory Education in Fujian Province,at the same time,it provides reference for other regions outside the province to carry out similar small area management mode compulsory education. |
