Rural education is of great significance in the rural revitalization strategy.Rural preschool education is an important part of China's education system.Its public welfare and inclusiveness determine the responsibility of the government.In recent years,the state has introduced a number of educational poverty alleviation policies and measures.Rural preschool education in poverty-stricken areas has changed a lot in terms of total resources,norms of running schools,teachers,and teaching quality.It is doubtful that compared with preschool education in urban areas,rural preschool education is still relatively lagging behind,especially in rural areas in poor areas,and the development of preschool education faces many problems.This paper takes the content of local government responsibility in rural preschool education in poverty-stricken areas as the research object,takes the attribute of pre-school education quasi-public goods as the logical starting point,and combines the characteristics of rural preschool education in poverty-stricken areas from three aspects: institutional supply,financial support,and teacher construction.This paper constructs an analytical framework for studying the responsibility of local governments and analyzes and discusses the current situation and existing problems of rural preschool education in Z County of Gansu Province in the western poverty-stricken areas.On this basis,using the analytical framework constructed by the aspects of system supply,financial support,and faculty level,this paper analyzes the problems existing in the county government's performance,and finds that the main factors restricting the local government's responsibility are inadequate legal protection,unreasonable cost sharing mechanism,and local government's own responsibility consciousness.Finally,this paper proposes countermeasures to strengthen the responsibility of local governments: improve the legal system,establish a long-term mechanism for financial investment,strengthen the construction of teachers,and establish a comprehensive regulatory management system.
