Research On The Implementation Of "Special Plan" For Enrollment In Key Universities

The special enrollment plan policy of key universities facing the rural poverty-stricken areas(referred to as"special plan")is not only an important decision-making of poverty alleviation in education,but also an important part of the reform of enrollment examination.It is related to educational equity and social stability.It is of great theoretical and practical significance to study the implementation of the special plan.This study comprehensively uses literature analysis,questionnaire survey,interview and observation methods to reveal the inevitability and rationality of the existence of the,special plan"from the historical level,discusses the main contents and characteristics of the"special plan"from the realistic level,and investigates the effectiveness and problems of the implementation of the"special plan"taking a poverty-stricken county as an example.Finally,it combines the history of relevant policies.Comb,realistic analysis,research results,put forward the relevant optimization suggestions of the"special plan"policy.The full text includes four chapters:introduction and body.The introduction part introduces the reasons,significance,core concepts,ideas and contents of the research,focusing on the review of the research results of the"special plan".In the first chapter,through the investigation of historical documents,the historical changes of the enrollment policy for rural students in China's colleges and universities are sorted out.Chapter two makes a concrete analysis of the background,development process and characteristics of the"special plan",from a realistic point of view.Chapter 3 takes S County,a key county of poverty alleviation and development at the national level,as the research object,to explore the effectiveness and problems of the implementation of the"special plan".Chapter IV is the suggestion part.Combining with history and reality,it puts forward relevant policy suggestions from the three levels of the state,universities and local governments.The research finds that the implementation of the”special plan" has achieved certain results:selecting excellent rural students for universities;opening up the channels for poor rural students to enter school;and promoting educational equity to a certain extent.At the same time,there are also many problems in the "special plan":insufficient publicity,resulting in low awareness at the grass-roots level;complicated registration procedures,to a certain extent,hinder students from filling in;unreasonable professional settings,resulting in negative effects.In order to further enhance the effect of the implementation of the"special plan",this study puts forward relevant suggestions:the state should strengthen the top-level design of macro-policy,adjust and update the"special plan"and promote the collaboration between the"special plan"and other policies;universities should rationally arrange the enrollment plan,flexibly adjust the enrollment procedures,and promote the precise compensation of the enrollment policy;local governments should establish systematic publicity.Mechanisms should be adopted to attract talents to return home and improve the implementation mechanism of grass-roots policies.
