Construction Of Study Travel Emergency Management Platform In Primary And Secondary Schools

On December 19,2016,the Ministry of Education jointly issued " Opinions on Promoting study Travel for Primary and Secondary School Students" with the former 11 ministries.The publication of " Opinions" ushered in an outbreak of the study travel market in primary and secondary schools.Facing the outbreak of the market,the safety of study travel has become the key to restrict the development of the industry.The current safety management methods lack early warning of emergencies,and the emergency plan system is not perfect.Based on the analysis of the characteristics of study travel activities in primary and secondary schools,this paper constructs an emergency management platform to deal with emergencies in study travel in primary and secondary schools.The construction of the platform is under the background of the development of emergency management in our country.According to the actual needs of studying travel emergencies,it aims to use mature information technology to run the emergency management concept through the whole process before,during and after the trip.The platform construction is led by the government,drawing lessons from the experience of China's urban emergency management platform and tourism emergency management platform,aiming at coordinated governance and sustainable development,paying attention to the integrity of data collection and scientific data analysis,and giving full play to the advantages of emergency management platform in handling emergencies.The completed platform can fulfill the emergency management objectives of study travel,and draw lessons from Japan's study travel data management methods to provide the construction basis for the study travel data collection standards and data model construction in China.In view of the problems existing in China's emergency management platform such as insufficient resources,limited manpower and heavy financial burden,this paper also objectively analyzes the construction difficulties of the study travel emergency management platform,and puts forward suggestions for the future development of the platform.
