Higher education Internationalization is the main trend of world education,but also an important goal and task of China education.However,China has a vast gap between the level of economic and social development in different regions,which causes an imbalance in higher education development of different provinces.Compared with other regions of China,most frontier provinces are far away from the capital and center areas of the country,moreover,the level of their higher education is under the average value.Whereas our country has a number of neighboring countries,it brings convenience for the development of higher education internationalization in frontier provinces.Many studies have confirmed that geographical relation can offer convenience to facilitate bilateral exchanges and cooperation in higher education,but according to the different purposes of higher education internationalization and the different situations among geographical relation countries or regions,geographical relation can play different roles.In addition,current researches on frontier provinces' higher education internationalization though often mention that "Geo" is the big advantage of higher education internationalization,but it doesn't go into seriously the deeper questions of purpose,methods and implementation effects about frontier provinces using geographical advantages to develop higher education internationalization with neighboring countries and regions.In fact,current empirical researches on how China's frontier provinces use geographical advantages to develop higher education internationalization specifically are still not enough.By using policy text analysis and questionnaire survey method,this research focuses on answering the following questions: What is the strategy of frontier provinces developing higher education internationalization? How is the implementation effect of strategy about frontier provinces developing higher education internationalization? And how should frontier provinces use geographical advantages to develop higher education internationalization?Based on the policy text analysis of Medium and Long-Term Education Reform and Development Plan in 31 provinces of China,it is found that Guangxi,Yunnan,Xinjiang,Heilongjiang,Jilin,Guangdong,Fujian have developed internationalization strategies of higher education using geographical advantages and each province has chosen its specific route for internationalization according to both the situation of their own and their geographical relation countries or regions.As the foundation of proposed specific forms of higher education internationalization by frontier provinces and the combination of these forms measured and acquired in principle,this research measures international students by the proportion of international students enrolling,international promotion of Chinese language by the number of Confucius Institutes,Chinese-foreign cooperation in running schools by the number of Chinese-foreign cooperation in running schools as well as research collaboration by the proportion of international cooperation articles.By comparing the performance of these aspects,it could be concluded that the sequence of higher education internationalization indicators in most frontier provinces is higher than the sequence of their level of development in higher education around the country.And operating exchanges and cooperation in higher education with their geographical relation countries or regions is a key factor in a good performance of frontier provinces on the international indicators.It shows that most frontier provinces have made remarkable achievements by making full use of geographical advantages in developing higher education internationalization.Finally,according to the analysis of internationalization strategies of higher education and implementation effect about frontier provinces,this research puts forward some opinions and suggestions on China's frontier provinces using geographical advantages to develop higher education internationalization.
