The sport social organization is a non-profit and non-government sports organization established to enrich the sports activities for the public.It accelerates the development of sports in China,and builds up the bonds among the government,marketplace,society and the public."The 13 th Five-Year Plan for Sports Development" proposed the idea of "guiding,nurturing,and supporting the development of sport societies,private non-enterprise sport organizations,sport foundations,etc.,and promoting the reform of various sport societies at all levels." Chengdu has been focused on the development and prosperity of sport social organization all along.Till January 2019,according to the data released by China Social Organization platform,Chengdu has 274 sport organizations and 101 private non-enterprise sport organizations under registration.The rapid development of sports societies in Chengdu is closely related to the vigorous cultivation and well-established guidance from the Chengdu government.However,it should be noted that some sport societies contain rigid bureaucratic issues,indicating the close supervision from the administrative organizations.In addition,influenced by factors,such as policies and regulations,historical and cultural traditions,and social transformation,there are still many regulation issues not fully clarified with the supervision of Chengdu sports social organization,which has affected the management effectiveness of Chengdu Social Sport Organization and hurt to the healthy and ordered development of the organization.This paper aimed to provide theoretical basis and decisional support to solve the supervision issues of the Chengdu Social Sports Organization.With the perceptions on public management and sports,literature review,questionnaire and statistical analysis,and with relevant theoretical researches,interviews and questionnaires on supervision regarding domestic and overseas sports societies,this paper classifies the working scope of sport social organization supervision into three dimensions: government supervision,public supervision and self-regulation of sports societies.This paper also subdivides the influential factors from the above three dimensions into 25 terminologies,such as registration system,annual review system,internal regulations system,tax incentive system,annual work report,use of government grants,use of public dues,use of public service fees,use of public donations,public assessment information,accountability mechanisms,competition mechanisms,peer supervision,media supervision,public supervision,third-party assessment,functions of council,functions of the board of supervisors,functions of general meetings,government's participation requirement in the appointment and exemption of personnel in Sports Social Organization,approval requirement for the use of funds,notes for participating in government decision-making,government procurement from Sports Social Organization,public opinion channels and feedback,and performance appraisal of Sports Societies.Extracted from 329 valid samples,25 influential factors for sport society regulations are included in the questionnaire.The statistical analysis software SPSS 20.0 was used to analyze the data,regulatory approval,information disclosure,basic regulations,which are the four major influencing factors.The research shows that "media supervision" and "charging transparency" are highlighted in social supervision;the "internal regulation system" within the organization self-supervision is highly concerned;within the government supervision,"purchasing public sports service from sport societies" is highly advocatedBased on the importance of influencing factors and the practical problems,this paper puts forward the constraints and possibilities for the supervision of sports societies in Chengdu.The constraints mainly include participation: the public base is unbalanced;the level of recognition: self-discipline needs to be improved;transparency: insufficient information disclosure;regulations and systems: more rules should be established;separation: the independence of operations from bureaucracy still needs to be strengthened.At the end,it proposed paying attention to the participation of the public: to increase the supervision and promotion of sports societies with the help of new media;to boost social synergies;to establish a multi-disciplinary mechanism based on public senses;to provide financial support by actively raising funds on a regulatory platform;to strengthen the supervision of the government on purchasing public services from sports societies;to improve the self-discipline level;to strengthen the possibilities of the self-regulatory functions of sports social organization.
