Research On The Interaction Between Government And Social Work Institutions

With the improvement of China's economic level,more and more people are participating in social services.As an important branch of Non-Governmental Organizations,social work institutions are making up for government failures,participating in social management,easing social conflicts,and maintaining social harmony and stability have highlighted an irreplaceable role and an important bridge between government and society.Although in China,the number of social work institutions has increased dramatically,and the government's purchasing of services has been steadily increasing.However,in the process of implementing social work projects,there are still many contradictions between the “top-down” government promotion and the “bottom-up” spontaneous social work institutions.There are different levels of “non-cooperation” between them,which makes the social work service institutions at a disadvantage and ultimately affects the social work services.Based on the above ideas,this paper takes the L Institutions left-behind children project as an example,focusing on the interaction between government and social work service agencies in the process of government purchasing services.On the basis of literature review and practical experience,this paper analyses the basic situation of the L Institutions left-behind children project,project purchaser and project undertaker.And with the aid of resource dependence theory,this paper explores the dynamic process of the multiple interaction between government and social work institutions during the implementation of the project,and the corresponding coping strategies.The study found that the interaction between the government and the social work organization is constantly changing,and it has multiple dimensions and complexity.In the project application stage,social work institutions establish preliminary cooperation with the government through government purchasing services.With the implementation of the project,the relationship between the social work institutions and the government has gradually stabilized after the integration,adaptation,cooperation and conflicts.In the final evaluation stage,social work institutions and grassroots governments may have a certain degree of “collusion” for the common interests,which makes social work service objectives deviate.The transformation of government functions and the autonomy of social work institutions offer the possibility of constructing a positive interaction between the government and social work institutions,but still require a long-term process.In order to construct a benign interactive relationship,social work institutions must deal with the relationship between over-reliance on the government and maintaining their independence,change the direction of interaction,improve the frequency of interaction,enhance the depth of interaction,and broaden the scope of interaction.The government also has to take responsibility,change roles and promote good cooperation with institutions.Only by seeking the best balance point of interests of all parties and seeking the "maximum common denominator" between the government and social work institutions and service targets,can we achieve a dynamic balance between them and achieve win-win situation for all parties.
