Talents,as the first resources driving the socioeconomic development,determine the prosperity of the business.In 2009,Longquanyi District of Chengdu innovated in proposing a talents introduction project named “Bai Qian Wan”Project(Bai means one hundred,Qian means one thousand,Wan means ten thousand),which is an attempt to bring in 100 doctors,1,000 masters and 10,000 outstanding university graduates.As this project is being implemented in recent years,with corresponding increase in capital investment,the implementation status of the project has increasingly become a topic of concerns for people in the society.Meanwhile,some problems and shortcomings have emerged during the implementation as well.The goal of this paper is to evaluate the results of the Project,correctly analyze and solve identified problems,improve the system,roll out better policies to introduce,retain and utilize talents so as to enable talents to play a greater role in driving industrial and socioeconomic development of Longquanyi District.This paper has selected the talent introduction project of Longquanyi District as the research subject and conducted an in-depth analysis of this project from three aspects,including its implementation,characteristics and results.Literature research,comparative research and field investigation are adopted as the study approach.Regulations,requirements,procedure and other documents related to talents development in Longquanyi District and other parts of the world have been collected as basic study materials.Horizontal and vertical comparisons have been conducted to study the historical progress of China's talents projects and the implementation of talents projects in well-developed cities in China.Quantitative analysis has been utilized to compare statistics related to talents projects and undertake structural analysis.The goal is to identify problems in the implementation of Longquanyi District's talents introduction project and thereafterpropose corresponding solutions.Although this paper only subjects a particular case in Longquanyi District to research,this paper remains valuable for talents introduction projects in other districts and counties of Chengdu as problems in the implementation of these projects are to some degree universal.
