Human resources have become the first resource for economic development.As a very large city with a population of 14 million,Guangzhou is in an important position in the political,economic,cultural,scientific and technological fields of the country,and has a leading role and a radiating role in the Pearl River Delta.The competition between the strengths of cities is the competition of human resources,Guangzhou is facing intense competition at home and abroad.Guangzhou has promulgated a high-level recruitment policy,but also faces many problems : lack of policy direction,forming an atmosphere of innovation and entrepreneurship difficulties,lack of optimization of policy allocation targets,policy convergence,poor policy public relations,etc.The effect of Guangzhou’s high-level talent introduction policy is directly related to whether it can rise up in a new round of opportunities.The science of its policy introduction is extremely important and urgent.Based on the implementation effect of high-level human resource policy construction in Guangzhou,this paper uses human resource management,public policy and statistics combined high-level human resources using SWOT analysis to deeply analyze the external environment of high-level talent introduction in Guangzhou,and then introduce the current status of high-level introduction in Guangzhou,and find problems from the current situation,and analyze the root causes,Finally,according to the actual situation in Guangzhou,and drawing on the successful experience of the development and introduction of high-level talents in other cities at home and abroad,put forward practical solutions,such as strengthening the construction of policy-oriented functions of high-level talent introduction,formulating reasonable distribution policies,and formulating differentiated characteristics new policy ideas such as the introduction of high-level talent introduction policies and innovative policy promotion methods.This study theoretically provides a certain theoretical basis for the subsequent high-level talent introduction work in Guangzhou,and also provides references for related research in other regions.
