Talents are not only the core resources to promote economic and social development,but also the sources of urban vitality.Attracting and supporting scientific and technological talents to start their own businesses is an innovative move to promote the transformation of scientific and technological achievements into real productive forces,boost local transformation and upgrading,and enhance the sustainability of local development.The incentive policy is an important means to attract talents.In recent years,H District of Nanjing city has been continuously strengthening the innovation of talent policy,focusing on supporting high-level entrepreneurial talents with teams,technologies and projects in line with the development of emerging industries and industrial transformation and upgrading in H district,and introducing policies of project support,housing security and life service for high-level entrepreneurial talents to lay a solid foundation for innovation and entrepreneurship.Based on the experience of other regions in attracting high-level entrepreneurial talents,guided by human capital theory,talent flow theory,comparative advantage theory and talent incentive theory,this paper will take literature research,case analysis and questionnaire survey to analyze the policy of "high-level entrepreneurial talents introduction plan" in H District of Nanjing City,as well as the introduction of high-level talents Problems found in work:First,the total amount of high-level Entrepreneurship Talents is still small,accounting for a relatively low proportion of the city;Second,Insufficient efforts to gather high-level entrepreneurial talents around the industry;Third,the enterprise development performance of the selected high-level entrepreneurial talents project is generally low;Fourth,the success rate of high-level entrepreneurial talents is low.Through an in-depth analysis of four aspects,including policy formulation,executive department,target group and supporting environment,it is found that:The policy formulation is not targeted,the attraction is not strong,the continuity is not enough,and the evaluation system has not been completed;The process of policy implementation is complicated,no effective working mechanism has been formed,no implementation path has been set up,and no unified coordination mechanism has been established;The sense of policy acquisition of target groups needs to be improved,the willingness to apply for some policies is not strong,the interpretation of policies is biased,and there is a lack of communication platform;The policy environment resource can not keep up with,the carrier is not complete,the policy system is not perfect,the project introduction lacks the industry orientation,etc.In view of the current policy of high-level entrepreneurial talents introduction in H district of Nanjing City,this paper puts forward appropriate optimization countermeasures and Suggestions:First,in policy formulation,it is necessary to improve the talents policy system,maintain the stability and continuity of the policy,and establish the policy evaluation,assessment and supervision system;Second,in the aspect of policy implementation,we should establish and improve the working mechanism,formulate specific implementation standards,and improve the joint meeting system for personnel work;Third,in terms of target groups,we should open up feedback channels,increase policy publicity,do a good job in entrepreneurship guidance and training,and seek the path of marketization.Fourth,in terms of the supporting environment,we should constantly optimize the environment for entrepreneurship carriers,improve supporting policies,accelerate industrialtransformation and upgrading,and optimize the ecosystem for entrepreneurship and innovation.The opinions and Suggestions summarized in this study are intended to provide certain decision-making basis for the introduction of high-level entrepreneurial talents in H district of Nanjing city in the future,and also provide useful experience for the introduction of talents in other districts and counties.
