The main body of this paper is the relationship between government and society in the government purchase service under the background of the development of policy-assisted social work,mainly focusing on the path and interaction strategy of the contract tripartite subject under the influence of the residual control right in the government purchase service.Social work develops rapidly under the background of social transformation after the disintegration of the unit system,and plays an important role in the field of public service and plays an important role in social governance by social forces.One of the key functions of social work is to develop professional services for the required clients in an independent capacity so as to reduce the pressure of government social governance.And in the area of government buying services,social workers In the actual participation in social services,but the phenomenon of functional alienation.Therefore,it is necesSry to explain the dissimilation of social work function and the interaction mechanism of social work in government purchasing service.This paper mainly uses Hart's incomplete contract theory.In order to explore the interactive logic and strategy of the relationship between government and society,this paper combines the residual control right in incomplete contract with the way of interaction between contract parties in government purchasing service with creative thinking.This paper abstracts out the principle of distribution of residual control rights,the interactive mode of contract subjects,the coping strategies among subjects and the consequences in the three social interaction projects.The main research method adopted in this paper is case analysis.Taking the service content of Shouanzhen Snshe Interactive Project in Wenjiang District of Chengdu as the research object,the residual control rights are integrated and analyzed by combining the contract link with the contract subject.Through the study,it is found that the different forms of distribution of residual control rights lead to different behaviors of the parties to the contract: the entrustor,the agent and the contractor.Residual control rights arise from incomplete contracts signed by both parties and exist in many types of contracts.In the project system,incomplete contract is a common phenomenon in the purchase of services by the government.Therefore,it is necesSry to analyze the relationship between the parties to the contract with the residual right of control when thinking about the relationship between the government and the society in the interactive project.Through the analysis,it is found that the principle of distribution of residual control right lies in the administrative power and professional knowledge.The administrative power here refers to the institutional power,which is the party and government system.The administrative regulations,policies,plans,resolutions and orders of its subsidiary bodies shall be accepted by the administrative object.There is no doubt that the subject of administrative power belongs to the related organizations within the system.The control of resources and information at different levels of administrative power is also a derivative of administrative power.Professional knowledge refers to the professional technology controlled by social organizations to adapt to modern social services.Including: values,methods,techniques and organization.The residual control rights produce different distribution combinations based on administrative power and professional knowledge,and at the Sme time lead to different action strategies of the parties to the contract,resulting in different project results.
