Research On Institutional Embedding Of Judicial Social Work Service

Juvenile delinquency is a prominent problem in the world.It shows the trend of high crime rate,serious nature and younger age of crime,which seriously endangers the public order.The thought of severe punishment has not met the needs of social development.In recent years,community correction has been carried out step by step in the whole country.With the development of social work and the implementation of government purchasing social work service,social work service is gradually introduced into the field of community correction.Professional social work is not a blank in the field of social service when it is restored and rebuilt in our country.Professional social work is embedded in the original social service field and seeks to develop.Embeddedness is an important feature of the existence and development of professional social work in China.Based on the practice experience of adolescent community correction project,this paper collects the research data by participating observation method and interview method.The author finds that the social work service embedded in the judicial system has the following difficulties:in terms of service users,because of the particularity of young people serving sentences in the community and other factors,the social workers and services received by the public have low recognition;in the aspect of service buyer,the limitation of system setting,such as the lack of system guarantee,the singularity of evaluation method,the dependence of the whole service,partial service administration and the separation of the service buyer and the beneficiary,restrict the development of the service;in the aspect of service provider,because of the professional use of social worker intern,the arbitrariness of social worker leaving and the lack of supervision and guidance lead to the limitation of social worker's own ability.In view of the above difficulties,the author puts forward that social workers need institutional embedding to solve the dilemma in the judicial system with strong power dependence.The institutional framework for social work services is as follows:thejudicial bureau is equipped with fixed project docking personnel;accepting social work services into the task assessment mechanism of the judicial bureau;diversifying the evaluation object,bringing the judicial system into the evaluation system.The concrete implementation route is: when the government buys the judicial social work service,the social work organization should consult with it and issue the corresponding system safeguard measure.This will ensure the legitimacy of social work services,promote the process of social work services and improve the quality of social work services.The specific measures for institutional embedding of judicial social work services are as follows:actively embedding,actively seeking institutional support;cooperating with each other to create a favorable institutional environment;strengthening communication,sharing information and resources;various efforts,social workers organizations to improve together.Finally,summarize and discuss the conclusion of the whole article and reflect on the shortcomings and improvements of the article.
