Recently,the process of industrial structure optimization and adjustment in China continued to improve,and the supporting role of the tertiary industry in economic growth continued to increase.The report of the 19 th National Congress also pointed out that China is in the process of transforming the development mode,optimizing the economic structure.It can be seen that the optimization and adjustment of the industrial structure is the important guarantee for the high-quality development of economy in the new era.However,with the optimization and adjustment of the industrial structure,it is followed by changes in the labor relations environment,which may cause labor conflicts.Does industrial structure optimization have a significant impact on labor disputes? Are labor relations all in the state of tension in different regions? Under the optimization and adjustment of industrial structure,what are the characteristics of labor disputes in different industries?In order to solve these problems,this study conducts empirical research based on the combination of the Clark's theory,the Chennai-Selkien structural deviation theory,the stakeholder theory,and related literatures.The empirical research mainly includes two parts: firstly,it selects the data published in the statistical yearbook and the labor dispute data disclosed by the listed companies,to describe and analyze the characteristics of labor disputes under the background of industrial structure optimization and adjustment,and explore the relationship between industrial structure optimization and labor dispute incidence rate through the scatter plots.Secondly,it select China's provincial panel data in2006-2016,the fixed/random effect model and the systematic generalized moment(GMM)method were used to verify the impact of industrial structure optimization and adjustment on labor disputes.The study found that,firstly,from a national level,there is an inverted U-shaped relationship between the industrial structure supererogation and labor disputes.When the value of TS is between 1.2 and 1.3,the number of laborers involved in labor disputes changed,according to statistics,this period is in 2015.Secondly,from the regional level,in the western region,there is an inverted U-shaped relationship between the industrial structure supererogation and labor disputes,in the eastern region,there is an inverted U-shaped relationship between the industrial structure supererogation and labor disputes.Thirdly,as far as the industry is concerned,labor dispute cases in the secondary and tertiary industries show commonalities and differences in the context of industrial structureoptimization and adjustment.This study puts forward countermeasures from four aspects: firstly,continue to promote the optimization and adjustment of industrial structure;secondly,to promote active employment policies;thirdly,to improve the mechanisms for consultation at the macro level;lastly,to promote the development of relevant mechanisms at the micro level.This study uses data from multiple sources,which can fully reflect the characteristics of labor relations in the process of industrial structure optimization and adjustment.However,the perspective of this study has limitation.The proposed countermeasures haven't to be verified.Future research can carry out the relationship between industrial structure optimization and labor disputes from other perspectives,thus proposing more mature policy advices.
