Under the background of economic globalization and the rapid development of science and technology,developed countries have accelerated the upgrade of their industrial structure.The industrial development shifts from labor-intensive industries to capital-intensive and technology-intensive industries.With the continuous improvement of labor productivity,it is more and more inclined to develop high-tech fields that guide the world's industries.Since the reform and opening up,China has made full use of the comparative advantages of the labor force and has gained a leading position in the development of labor-intensive industries.Compared with developed countries,Chinese industrial structure upgrading process is slow,and it still faces many problems such as overcapacity in traditional industries and insufficient development potential in emerging industries.This poses urgent requirements for China to accelerate the transformation and upgrading of industrial structure.Since the beginning of the 21 st century,there has been a shortage of migrant workers in the Yangtze River Delta and the Pearl River Delta.The demographic dividend has gradually disappeared,labor costs have started to rise,and the ageing of the population has intensified,which has limited the development of labor-intensive industries.Therefore,under the background of large-scale cross-regional labor mobility,it is of great significance to study the effects of labor mobility on industrial structure upgrading.In terms of theory,this paper analyzed the effects of cross-regional labor mobility on industrial structure upgrading,including the direct and indirect effects.The indirect effects are analyzed from the perspective of labor supply and demand respectively.And it elaborated the internal mechanism of labor force cross-regional mobility that can affect the upgrading of industrial structure through the effects of human capital accumulation and consumer demand,and put forward theoretical assumptions.In the empirical part,it examined the direct and indirect effects of cross-regional labor mobility on the upgrade of industrial structure.Firstly,a benchmark regression model was established based on the provincial panel data from 2002 to 2014 in China,which examined the direct effect of cross-regional labor mobility on the upgrade of industrial structure.In addition,it examined the labor inflow areas and labor outflow areas,and thoroughly discussed the impact of labor mobility on the upgrade of industrial structure in different regions.Subsequently,a mediating effect model was established to examine the effects of human capital accumulation and consumer demand,and to further verify the effects of labor mobility on industrial structure upgrading.The results show that the cross-regional labor mobility has a direct effect on the upgrading of industrial structure.At the same time,labor mobility promotes the advanced industrial structure through the effects of human capital accumulation and consumer demand,but it inhibits the internal upgrade of the service industry,and the effect is significant,that is,the mediating effect exists.Finally,according to the theoretical analysis and the results of empirical tests,the suggestions for promoting regional industrial structure upgrading and narrowing the regional economic gap are proposed from the perspective of labor mobility,human capital accumulation,and consumer demand structure optimization.
