This paper discusses the history and underlying causes of the dual labor system in Chinese state-owned enterprises under the background of reformation.Taking a state-owned enterprise as a case,this paper suggests that the totalitarianism logic and market logic affect the organizational behaviors of state-owned enterprises at the same time,which leads to the combination of labor dispatch system and non-fixed labor contract system.Under the dual labor system,there are great differences in salary,welfare and job stability among permanent workers,contract workers and labor dispatch workers.However,state-owned enterprises can still obtain workers' consent :(1)through the establishment of ?permanent workers-contract workers-labor dispatch workers? system and a promotion channels,workers indulge in "relationship game" or ?becoming champion? to strive for permanent positions;(2)transfer the contradiction between enterprises and workers to the personal contradiction between workers and grass-roots supervisors.The ?supervisors-grass-roots-workers? system shapes workers' separate factory images,thus maintaining the stability of production order at the grass-roots level.(3)state-owned enterprises still have strong ?human concern?,including the system of internal withdrawal system and the economic and emotional support for families in special situations;at the meanwhile,the hierarchical system formed by the dual labor system in the workshop has affected the construction of the external labor market.Moreover,under the background of supply-side reform,the dual labor system plays a role in maintaining the stability of production and making consent.But there are also some problems in the operation of the dual labor system,such as the enthusiasm of workers and the inability to reasonably solve the family reproduction of some workers.The study finds that Chinese state-owned enterprises show different consent mechanisms.When analyzing workers' consent,we should not only focus on the labor process in the workplace or the demographic differences of workers,but also the structural characteristics in China.
