| The state-owned enterprises have always been an important foundation for China’s socialist construction and an important reliance for the party to govern and rejuvenate the country after the founding of People’s Republic of China.In 2015,the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Building Harmonious Labor Relations",which pointed out that efforts should be made to build harmonious labor relations with Chinese characteristics.The report of the 19 th National Congress of the Communist Party of China emphasized the need to build harmonious labor relations in the new era.The Fourth Plenary Session of the 19 th Central Committee proposed to improve the labor relations coordination mechanism and build harmonious labor relations.In the new era,actively improving and optimizing the harmonious labor relations of state-owned enterprises was not only to promote the stable development and normal operation of China’s social economy,but also an urgent and critical task for the continuous deepening of the reform of state-owned enterprises.With the high-quality and rapid development of the state-owned economy in the new era,some problems have emerged gradually in the labor relations of state-owned enterprises.The labor relationship of state-owned enterprises has gradually changed,from the administrative labor relationship in the planned economy period to the contractual labor relationship currently being implemented,but this was a labor relationship that needs to be improved and optimized in the absence of a good operating environment.There,therefore,were sometimes labor relations disputes,and there were still many issues to be resolved on both sides of the labor relations(workers and state-owned enterprises).This paper where analyzed the labor relations of state-owned enterprises in China,which was conducive to improving and coordinating the labor relations of state-owned enterprises,better promoting mutual benefit and common development between workers and state-owned enterprises,and maintaining social harmony and stability.The problem of enterprise labor relations was of great theoretical value and practical significance.In this paper,it mainly sorted out and reviewed the relevant theories of Marxist labor relations and the basic theory of harmonious labor relations in the new era.Combined with the experience summary of labor relations in state-owned enterprises in the new era,it focused on the main problems of labor relations in state-owned enterprises in the new era,it explained and analyzed state-owned enterprises deeply.The causes of labor relations problems and the corresponding improvement paths for the harmonious labor relations of state-owned enterprises were put forward.This paper mainly discussed the following five aspects:Chapter One: It mainly clarified the research background and research significance of this paper.The research contented and research methods,and the innovative viewpoints and deficiencies of this paper.Chapter two: The overview of the basic theory of harmonious labor relations in the new era.It mainly introduced briefly the concept of state-owned enterprises,labor relations and harmonious labor relations in state-owned enterprises.Based on the analysis of relevant theoretical literature on labor relations,where systematically sorted out the basic viewpoints of classic Marxism and Chinese Marxism on labor relations and the theoretical basis of harmonious labor relations in state-owned enterprises in the new era.Chapter three: The status quo of harmonious labor relations in state-owned enterprises in the new era.This paper where briefly introduced the experience summary of the harmonious labor relations of state-owned enterprises in the new era,and expounded the problems existing in the harmonious labor relations of state-owned enterprises in the new era,including prominent operator control,lacked of standardized labor forms,low collective negotiation efficiency,and unreasonable income distribution.Chapter four: The causes of labor relations problems in state-owned enterprises were analysis in the new era.The problems of harmonious labor relations in state-owned enterprises were pointed out in the new era.The reasons were that the leadership of the party for state-owned enterprises needed to be strengthened,the reform of the employment system needed to be thorough,the role of the collective consultation system was limited,and the distribution of benefits needed to be fair.Chapter five: The perfect path for the harmonious labor relations of state-owned enterprises in the new era.In view of the problems existing in the harmonious labor relations of state-owned enterprises in the new era,specific countermeasures and measures to improve the harmonious labor relations of state-owned enterprises were put forward in the new era.It,Specifically,included strengthening the party’s leadership over state-owned enterprises,deepening the reform of the employment system,improving the collective consultation system,and promoting the balanced sharing of interests between labor and management.labor relations disputes between the two parties of labor relations in the context of the new era(state-owned enterprises and workers)were increasingly emerging.In order to effectively resolve the disputes between the two,it was necessary to sort out the labor relations between state-owned enterprises and workers,the causes of the problems were clarified,the corresponding improvement paths for the problems were actively explore,and the harmonious labor of state-owned enterprises were successfully realized to promote the stable,healthy and sustainable development of state-owned enterprises in the new era.This paper combined the experience summary of the harmonious labor relations of state-owned enterprises in the new era,sorted out the basic viewpoints of classic Marxism and Chinese Marxism on labor relations,and the theoretical basis of the harmonious labor relations of state-owned enterprises in the new era,in order to provide insights into the harmonious labor relations of state-owned enterprises in the new era.The problem of labor relations was analysis in-depth was that the theory of labor relations provided a theoretical direction for the actual situation of labor relations,and has important theoretical and practical significance.The innovative viewpoints of this paper have the following two aspects:For one thing,this paper summarized the experience of harmonious labor relations in state-owned enterprises in the new era.At present,most of the analysis on the labor relations of state-owned enterprises was to study the problems,causes and improvement paths of labor relations,while the experience summary and research on the harmonious labor relations of state-owned enterprises in the new era were less and not in-depth.This paper,therefore,made the labor relations of state-owned enterprises in the new era as the research object,enriched the research content of labor relations in state-owned enterprises,and summarized the experience of harmonious labor relations in state-owned enterprises in the new era.For another thing,this paper proposed that one of the perfect paths for the harmonious labor relations of state-owned enterprises in the new era was to adhere to and strengthen the party’s leadership over state-owned enterprises.This paper made the basic viewpoints of classic Marxism and Chinese Marxism on labor relations and the theoretical basis of the harmonious labor relations of state-owned enterprises in the new era as an analytical framework to study the harmonious labor relations of state-owned enterprises in the new era.The path of perfecting labor relations was analyzed from the perspectives of the government,enterprises,trade unions,and laborers,and it was rarely discussed in terms of upholding and strengthening the party’s leadership over state-owned enterprises.This paper,therefore,aimed to uphold and strengthen the party’s leadership over state-owned enterprises to improve the path of harmonious labor relations in state-owned enterprises in the new era. |
