Family planning is one of China’s basic national policies,and population development is a long-term strategic issue.With the increasing problems of population aging,labor reduction and low population growth rate,in order to solve this problem,the Party Central Committee and the State Council have put forward a series of strategic arrangements such as single two children and full two children.China has put forward a new birth policy and implemented a series of policies and supporting measures that couples can have three children.However,one year after the implementation of the three-child policy,the effect was not obvious and did not have the expected effect of stimulating the birth rate.Based on the above contents,this study takes Ye County,Pingdingshan City as an example,and analyzes the people’s desire to have three births and its influencing factors under the comprehensive three-child policy in Ye County by consulting relevant literature and questionnaires.Under the background of the release of this policy,this paper first made a basic understanding of the population structure,income situation,educational background,etc.of rural residents in Ye County,and then conducted a survey of the willingness of rural residents in Ye County to have three births.First of all,based on the results of the survey,we made a statistical analysis,and roughly obtained that income,education and gender and other factors will have an impact on the desire to have three children.In order to verify whether the results of the statistical analysis are correct,the empirical analysis is made based on the survey results to find out the specific factors that will affect the willingness of rural residents to have three births in Ye County.Finally,through empirical analysis,it is found that family income,gender,education and other factors are important factors that affect the desire of rural residents to have three births in Ye County.Among them,family income and policy subsidies will have a significant positive impact on the fertility intention,while gender and educational background will have a significant negative impact on the fertility intention.In order to improve the willingness of three births in Ye County,Pingdingshan City,based on the empirical analysis results,this paper puts forward the following countermeasures and suggestions to improve the willingness of three births in Ye County,Pingdingshan City: encourage child-bearing at the right age,and advocate the establishment of a new concept of fertility among people of child-bearing age;Develop rural economy and increase rural household income;Improve the coordination of fertility policy and women’s fertility goals;Increase government subsidies to reduce the care burden of families who have children again;We will improve the social security system and reduce fertility concerns.Provide reference for the local government to formulate relevant incentive policies and safeguard laws and regulations.
