Socialism with Chinese characteristics has entered into a new era and high-quality economic development has become the guiding economic thoughts of China.Human capital has become a key factor in the coordinated development of regions.This paper comprehensively analyzes the situation of the coordinated development of human capital in Beijing Tianjin Hebei region.Firstly,it defines the related concepts of human capital and regional coordinated development,and puts forward the concept of "coordinated development of regional human capital" based on the relevant theories of human capital flow and regional coordinated development.It holds that coordinated development of regional human capital is the proper meaning of regional coordinated development,and promoting orderly and free flow of human capital is the necessary way to achieve coordinated development of regional human capital.Based on the data analysis of China Human Capital Index Report 2019,this paper draws a conclusion that the level of human capital in Beijing Tianjin Hebei region has been steadily improved since 2014,the gap of human capital between urban and rural areas has been narrowed,and the gap of human capital between Beijing,Tianjin and Hebei has been narrowed.Based on the analysis of the employment areas of four university graduates in Beijing Tianjin Hebei region,it is found that the overall human capital in Beijing Tianjin Hebei region has an outflow trend,and the human capital inside the region has a one-way flow trend.From the degree of marketization,growth rate and gap of regional human capital,this paper makes a comprehensive evaluation of the coordination degree of regional human capital in Beijing,Tianjin and Hebei,and makes a comparative study with that in Jiangsu,Zhejiang and Shanghai,and draws a conclusion that the coordination degree of regional human capital in Beijing,Tianjin and Hebei is relatively low.Based on the empirical results,this paper further analyzes the problems of human capital flow in Beijing,Tianjin and Hebei,and holds that the problems mainly include the low degree of regional human capital marketization,the decline of regional human capital growth rate,and the continuous one-way flow of regional human capital;the current factors restricting the coordinated development of human capital in Beijing,Tianjin and Hebei mainly include five aspects: the system and mechanism of mobility of talents,the income level and employment opportunities,the level of basic public services,the vitality of urban cultural development,and the values towards occupation.This paper mainly has the following three contributions: 1.There are few systematic studies on the development of human capital in Beijing,Tianjin and Hebei Region in China.The research content of this paper is relatively substantial,which enriches the research in related fields.2.Based on the theoretical background of human capital flow and regional coordinated development,this paper puts forward the concept of "Regional Coordinated Development of Human Capital",and makes a contribution to the connotation of this concept.It provides a new perspective and method for the study of the coordinated development of Beijing Tianjin Hebei and other regions in China.3.The countermeasures and suggestions put forward in this paper have certain practical significance to promote the optimal allocation and efficient growth of human capital in Beijing Tianjin Hebei region for a period of time in the future,and to realize the coordinated development of human capital in Beijing Tianjin Hebei region.
