Opening up is the basic state policy in China.In the context of the global warming of trade protectionism,this paper provides new empirical evidence to support trade liberalization policies.The improvement of labor quality based on structure of labor skills shows that demand for high skilled labor and remuneration rise,promoting the labor factors to high level.And improving the quality of China's labor force is to provide a high-quality production factors to replace old growth drivers with new ones,upgrade industries,transform from a large trading nation to a powerful one and upgrade the status of the global value chain.First of all,this paper briefly summarizes the basic theories related to trade liberalization and labor quality in order to provide theoretical support for the later mechanism analysis.Besides,this paper makes a brief summary and comment on the research on the relationship between trade liberalization and labor quality from the perspective of structure of labor skills.It finds that few studies distinguish the overall tariff and intermediate tariff from the industry level,analyzing the mechanism of the impact of import liberalization on labor quality in detail and making empirical analysis.To make up for the shortcomings of existing research,this paper shows the status quo of China's trade liberalization and the fact features of labor quality based on structure of labor skills with charts.And it makes a visual analysis and fitting effect analysis of the two variables.Then it points out the correlation between the impact of tariff reduction caused by import liberalization and China's labor quality.Moreover,this paper makes a theoretical analysis of the mechanism.Based on the theory of intermediate goods trade and skill biased technology progress,it analyzes that import liberalization makes the price lower and the competition more intense,which leads to the input quality effect and the factor structure effect to improve the labor quality.Considering the different source countries of import,the above effects will be different.Compared with developing countries,it is more helpful to improve the labor quality,China's importing from developed countries.Then,based on the data at the industrial-sector level and using China's accession to WTO as a quasi-natural experiment,this paper adopts the difference-in-differences technique and examines the empirical impact and mechanism of import liberalization on China's labor quality from the meso levels.Moreover,studies have shown that lowering import tariffs,especially for intermediate goods,significantly contributes to the rise of China's labor quality.In consideration of the higher education reform and DID validity analysis,it proves that the conclusion is consistent.Further results show that import liberalization with developed economies significantly contributes to the promotion of China's labor quality.The mechanism analysis found that price effect of import liberalization has a positive effect on the labor quality by improving the quality of input rather than quantity(input quality effect).At the same time,competition effect of import liberalization makes industries pursue skill-biased technical progress and promotes the transformation of the industry to high skilled labor-intensive,consequently improving the labor quality(factor structure effect).What's more,this paper makes a series of robustness analysis and mediating effect analysis,which found that the basic conclusions were relatively robust.Finally,according to the basic conclusions of the study,this paper puts forward the measures to deepen the opening-up and actively carry out import liberalization with developed economies.In terms of improving the labor quality,the government,enterprises and workers should coordinate with each other to provide an effective labor supply to meet social needs.
