| In today's experiential economic environment,the construction of sports characteristic towns is a strategic choice for the innovative development of China's sports industry,an important measure to promote the implementation of Healthy China development strategy,a benchmark to lead the construction of a new type of urbanization,and an important grasp for the supply-side reform of China's sports industry and the implementation of the plan of eliminating poverty and tackling key problems in sports industry.In recent years,with the intensive introduction of China's policies,such as Several Opinions on Accelerating the Development of Sports Industry and Promoting Sports Consumption,Thirteenth Five-Year Plan for the Development of Sports Industry,Guiding Opinions on Vigorously Developing Sports Tourism,Guiding Opinions on Accelerating the Development of Fitness and Leisure Industry and Notice on the Development of Characteristic Towns,small towns with sports characteristics are emerging in all parts of China as a pioneering construction project.Its planning and construction trend has blown the trumpet of the great development of China's sports tourism industry.As a strong sport province in the whole country,Hubei Province has superior geographical position,unique resource endowment,which helps it keep pace with the times in undertaking its sports industry,carry out the requirements of national documents,actively explore the experience and mode of construction of sport-featured towns,and vigorously develop the construction and incubation of sports characteristic towns throughout the province.At present,Hubei Province is one of the provinces with the largest number of pilot small towns with sports characteristics in China.Jingshan Tennis Town in Hubei Province is one of the first 96 pilot projects of sports characteristic towns in China,a semi-open town that needs to be perfected.This paper takes the construction background,construction status and construction conditions of Jingshan Tennis Town as the main research context.Under the background of healthy China and global tourism,using the methods of documentation,field investigation,interview and logical analysis,this paper investigates the status quo and key formats of the construction,the present situation of layout and investment operation management of Jingshan Tennis Town.Problems in the construction of Jingshan Tennis Town are summarized as the following:(1)the level of collaborative operation and management is low;(2)the city-industry integration is insufficient;(3)the level of the characteristic industry value chain is low;(4)the lack of“burning point”,which makes it easy to be replaced;(5)the lack of intelligent service system;(6)the imperfect transportation system;(7)the lack of brand building and publicity.Based on the above problems,the national requirements and plans for sports characteristic towns,the author draws lessons from the construction and development experience of Anning Hot Spring International Tennis Town in Yunnan Province and Wimbledon Tennis Town in Britain,and puts forward six strategies for the development of Jingshan Tennis Town by using the theory of the city-industry integration,the theory of cooperative governance and the theory of sustainable development,which are as following:(1)enhancing the competitiveness of key industries and gathering high-end market players;(2)optimizing the operation and management mode,adhering to the road of sustainable development;(3)promoting the city-industry integration,attracting the coordinated development of resources around the poles and cores of industries;(4)digging deep into tennis resources,building the value chain of sports characteristic industries;(5)building a smart city,and establishing a fitness sports tourism service system;(6)increasing brand building and promotion and highlighting the charm of the city. |
