As a reality,the rural small-scale school is the necessary requirement of the current social development.In 2012,the state issued a policy to stop the blind "relocation and merging of schools",and rural small-scale schools were retained as schools in line with the future development direction of rural education.How to promote the innovative development of rural small-scale schools,make them more in line with the trend of the development of modern society,and better play to its special value has become the focus of current attention.Nevertheless,small-scale schools in rural areas are still faced with problems such as the difficulty in improving the quality of education,the difficulty in breaking through the bottleneck of teacher professional development,and the difficulty in highlighting the autonomy of school management.The fundamental reason is that the existing support policies for rural small-scale schools cannot support the innovative development of schools,and the support system and mechanism for the innovative development of rural small-scale schools are still missing.Based on the above analysis,this research to combine the education equity theory,theory of advantage of backwardness and postmodern public administration theory,look at the current lack of innovation and development policy support system present situation and problems of rural school scale school,analysis the root cause of the lack of innovation and development policy,put forward the corresponding policy recommendations and give reasons,in order to better policy can promote the development of school innovation.The first part: the theoretical basis of policy support for the innovative development of rural small-scale schools.The theory of later modern public administration,the theory of educational equity and the theory of late-development advantage are the theoretical basis of this study and provide theoretical support for the whole paper.The second part:Examine the problems of small rural schools in the absence of innovative development policies.Based on the actual research situation,this paper starts from four aspects: school teaching quality,teacher professional development,school management and the impact on the school's special value function,and examines the existing problems of the current rural small-scale schools.The third part: the analysis of the rural small-scale school innovation and development policy barrier of the fundamental reasons.Starting from the existing policies,this paper explores the reasons for the barriers of the current rural small-scale school innovation and development policies from the aspects of layout adjustment,fund guarantee,teacher allocation and school management.The fourth part: According to the policy reasons of the lack of innovative development,the policy system and mechanism of the innovative development of rural small-scale schools are established.Establishing rural small schools view of priority development policy support,create project driven development policy of school,the school building is given priority to with to incentive policy,the construction of personality independent school management policy,encouraging the school set up the mechanism of innovation and development,from the true sense of the innovative development of rural small schools provide policy support.
