The pattern of industrial changes and urbanization processes, has led to another rural society population changes in the structure of the in Korea, the students'quantity in village district has reduced significantly and appeared lots of small-scale schools in Koreant, thus, another rural basic education is facing unprecedented challenges. therefore, the Korean government and the first nationwide wagers on the top of another rural small-scale school. While admitting the influences of the implementation of the policy, we also should find out the problems from the policy implementation.First put forward by introduction parts of the research significance, the research methods, and to clear the research topic, expounds the subject in the academic circle theoretical significance and practical significance, and introduced the subject research needs to research methods, including literature research, historical research, case study, comparative research, etc. In the part of literature review, the part of South Korea Rural small schools, small schools combination policies, the development stage of investment policy implementation process and education fairness, efficiency and quality problems in the current research aspects of game theory systematically summarized, and made for the planning and writing paper laid a broad research foundation, and then this basis, defines the concept of school scale, small schools merger policies and appropriate scale schools concept.This paper is divided into four sections mainly. The first chapter expounds South Korea proposed combination policies rural small schools of education background and social background and small-scale school merging policy implementation 28 years experience of three different stages, and analysis of the various stages of combination standard, characteristics and existing problems. The second chapter systematically expounds the Korean Rural small schools combination policy implementation effect. From rural small schools combination policies of small schools discussed and rationality of the combination policy effect of two dimensions to rethink are discussed in this paper.
